Duties

The primary purpose of this position is: to serve as the Air National Guard (ANG) Terminal Instrument Procedures Specialist (TERPS) evaluating, developing, and validating criteria associated with instrument procedures nationwide; to translate the technical data into textual and graphic material, directives or manuals for use by the USAF worldwide; develop and field new TERPS automation Software, Global Procedure Designer (GPD); to develop position papers and related procedures relative to national and international negotiations and requirements; to provide specialized knowledge in formulation, development, and finalization of terminal instrument procedures wherein waivers to established criteria are involved; to serve as the focal point for providing authoritative guidance to key Air Force, DoD, and governmental personal in the design, development, test, evaluation and operational use of terminal instrument procedure development software. Duties: Develops for HQ USAF approval, policies and guidance concerned with the improvement or establishment of criteria applicable to instrument approach and departure procedures to and from military airfields; and to those civil airports, where the ANG conducts flight operations. Identifies, plans and organizes projects for developing new terminal instrument procedure format and criteria. Evaluates all request by ANG flying organizations for new and revised instrument approach/departure procedures, requiring waivers to established terminal instrument criteria as published in the US Standard for TERPS or USAF directives. Represents the Air National Guard by attending conferences or meetings of national, international, inter-service committees and working groups. In response to both telephone and written request, provides technical assistance to all ANG flying organizations regarding instrument flight procedures to ensure compliance with appropriate directives (i.e., AF, FAA, International Civil Aviation Organization (!CAO), and other related agencies.). Maintains comprehensive knowledge of established and proposed air tactics, system capabilities, and techniques of use, including fixed and tactical navigation and ground equipment; accomplishes related research as necessary to determine and define all terminal instrument procedures criteria. Serves as technical authority for ANG concerning instrument procedure criteria and operational requirements.

  • Extensive knowledge of Federal Aviation Administration (FAA), United States Air Force (USAF), policies directives and regulations and other publications pertaining to terminal instrument procedures development requirements
  • Duties require Temporary Duty and travel away from the normal duty station by military and/or commercial aircraft, inside and outside CONUS
  • Applicant may be required to work an uncommon tour of duty, i.e., Saturdays, Sundays, Holidays, etc. May be required to work rotating shifts and overtime
  • May be required to respond to short notice recall to support unscheduled emergency air traffic and/or contingencies/exercises to support the mission
  • Must have a high degree of written and oral communication skills to be able to defend abstract concepts in joint services and international forums
  • The incumbent of this position must have the ability to sit and/or stand for long periods of time
  • The incumbent must have the ability to meet and maintain on a continuing basis, the physical, mental, and medical standards for ATC duties as specified by the OPM qualification standard for GS-2152

Qualifications

Duties require the Employee to maintain Secret Security Clearance. This is a drug testing designated position (TDP). The employee is subject to random drug testing; Category I/Type 3/Code 6 This is a Key Position. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are unavailable In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR), Air Traffic Control Series, 2152. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations; knowledge of military, civil and international Terminal Instrument Procedures Specialist (TERPS) concepts, management concepts, management practices and operations requirements of civil engineering rules and regulations relating to airfield waivers, airfield construction, pavement deterioration and airfield markings/signs and identification; extensive knowledge of Air Traffic Control procedures, laws, rules, and regulations, USAF Airfield Management, FAA Orders/ Advisory Circulars rules and regulations pertaining to development/revisions of instrument procedures; and knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of TERPS development/ Air Force TERPS automation software Global Procedure Designer (GPD). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of military, civil and international Terminal Instrument Procedures Specialist (TERPS) concepts, management concepts, management practices and operations requirements of civil engineering rules and regulations relating to airfield waivers, airfield construction, pavement deterioration and airfield markings/signs and identification Knowledge and skills in applying analytic geometry and techniques to issues or studies concerning the efficiency and effectiveness of development/revision of instrument procedures and operational/performance characteristic of aircraft, navigational aids, radar, and weather. Extensive knowledge of Air Traffic Control procedures, laws, rules, and regulations, USAF Airfield Management, FAA Orders/Advisory Circulars rules and regulations pertaining to development/revisions of instrument procedures; effective and knowledgeable communicator, both oral and in writing, pertaining to development and acceptance of proposals to HQ Air Force Flight Standards Agency (AFFSA), Federal Aviation Administration (FAA), MAJCOMs., and other DoD/Federal Agencies. Current knowledge/experience in TERPS development/Air Force TERPS automation software Global Procedure Designer (GPD). The ability and experience to staff procedures for coordination and obtain acceptance of proposals from HQ AFFSA, MAJCOMs, and where applicable, FAA. Ability to communicate effectively and disseminate information clearly and concisely, both orally and in writing, through written reports, memos, as well as presentations/briefings to gain cooperation from others through tact, courtesy, and diplomacy. Be able to make rapid and precise judgments in a real-time work situation; to remain calm under conditions that are stressful to coordinate many different processes at once; to adjust rapidly to changes in tempo of work activity. Superior level of knowledge, skill, judgement, and analytical ability required to allow the employee to make timely, accurate decisions to meet tight deadlines, present ideas, gain cooperation of other government agencies and industry. Employee's decisions and recommendations will often have direct impact on flight safety, combat effectiveness, operational readiness, expenditure of funds and utilization of critical staffing and materiel resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
