About the Position: Under the guidance of the Division Chief, you will be responsible for the execution of the behavioral science research in one or more of the following functional areas: psychology of human performance, organizational development, education, and training technology.
Duties
As a research psychologist, you will perform the following duties which is not an all-inclusive list:
Develops plans and integrates other personnel into a research team to examine specific issues within those outlined and determines resource requirements and scopes the proposed research to remain within the available resources.
Prepares independently the detailed research plan, statement of work, administrative and technical documentation as required by the regulations, SOP's and policies.
Responsible for applied research in the learning sciences, adult education, cognitive psychology, industrial/organizational psychology, social psychology and interdisciplinary fields associated with adult education.
Conduct studies and interprets data in light of original hypotheses and new information resulting from the research.
Assures that the analyses do not exceed the boundaries of the stated hypotheses nor the experimental design and that the data is adequately archived and can be easily accessed for future reference.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. A background investigation is required.
- A PhD, or manifestly equivalent education and experience, is an essential qualification requirement for this position.
- A Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

Basic Requirement for a Research Psychologist:
Degree: Bachelor's degree (or higher degree) with a major or equivalent in psychology.

In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience executing and managing research (e.g., identifying and describing researchable problems and requirements, developing plans and integrating other personnel into a research team, or preparing detailed research plans or statements of work as required by regulations and policies) in relevant areas of the behavioral and social sciences (e.g., personnel, training, leader development, human resources, and human relations). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
NOTE: All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.

no substitution of education for experience is permitted.
