This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Positions of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with the Center for Army Leadership (CAL) located at Fort Leavenworth, Kansas. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service.

Duties

Lead and conduct applied research for the development and validation of leadership assessments, ensuring measures are fair, valid, reliable, adhere to professional testing standards and regulations. Develop valid and reliable data collection methods using both experimental based observations and subjective instruments. Identify new ideas for study to include new approaches, methods and techniques related to leadership and leader development. Perform and/or oversee data reduction and conduct advanced, complex data analyses and write reports describing the completed results. Review reports of other scientists and contract personnel for quality, accuracy, professional standards, and compliance with regulations and style manuals. Apply behavioral science and research to create products and tools to facilitate leader and unit development. Prepare and provide briefs after receiving minimal input from the unit chief and/or team leader.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Temporary Duty Travel (TDY) is required up to 25% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for a Research Psychologist: Degree: Bachelor's degree (or higher degree) with a major or equivalent in psychology. In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience developing and/or validating leadership assessments, performing statistical analysis, conducting research, and preparing reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
