You will serve as a LEAD MANAGEMENT ANALYST in the IMMEDIATE OFC OF CHIEF OF NVL OPS.
Duties
You will establish and maintain coherent decision-making processes and concept of operations (conops) that will ensure that the Programming division properly integrates resources.
You will be responsible for providing Division-wide Executive Leadership Management Support, including to the Division's Leadership Team.
You will be responsible for Division performance analysis.
You will serve as the N8 Directorate personnel manager across all three N8 Divisions and the N8 Executive Secretariate.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following:
1) Demonstrating a mastery of techniques in strategic planning, business analysis / assessments, resource allocation, priority setting, communication, and work processes (formal lean six-sigma training);
2) Using knowledge of OPNAV's mission, organizational goals, and funding priorities as well as its major programs and concept of operations / procedures to understand systematic implications of recommendations which may impact the Division's ability to meet its mission;
3) Applying IT solutions to automate and improve management processes;
4) Establishing the mechanisms that facilitate integrated working relationships between the Programming Division (N80), other OPNAV organizations, and the Secretariat;
5) Managing automated business solutions that support Division Leadership CONOPS and office operations;
6) Enabling and supporting Programming Division analysis, planning, and business execution functions;
7) Working knowledge of Human Resource practices;
8) Providing advice to senior Navy and DoD leadership using expert ability with verbal and written communication skills.
