Primary purpose: To provide the Weapon System Support Center (WSSC) Chief information needed for assessment, guidance, and direction in managing the total and understanding of the WSSC's impact on supportability and execution of schedule. Aid/assist the WSSC and Fixer in efforts to improve the Aircraft Repair Enhancement Program (AREP) process.
Duties
Plan and conducts a variety of studies to review and evaluate the effectiveness/efficiency of substantive WSSC program operations and their interrelationships within the AREP organization structure.
Performs manpower and organizational studies covering WSSC functions/operations/workloads.
Develops various plans of action to accomplish WSSC near-term and long-range requirements.
Serves as internal auditor for WSSC operations and serves as liaison to external audit agencies.
Prepares reports and provides briefings on study findings to all levels of involved management, contractors,
program managers, and external audit agencies.
Works to achieve and support quality improvement in all products and services.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series 0343. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Plans, schedules, and conducts projects and studies requiring substantial knowledge and understanding of the major issues, program goals and objectives, work processes and administrative operations of the WSSC/Fixer organization. Knowledge and skill are required in applying qualitative and quantitative techniques for the analysis and measurement of the effectiveness, efficient and productivity of the organization's administrative and technical program operations carried out by the personnel in the areas of supply, budget, maintenance, and production. Knowledge of a variety of standard computer software packages and data management techniques is required. A knowledge and understanding of supply/aircraft maintenance/modification processes and procedures is required, as well knowledge of their associated data systems, software, and data management concepts. Knowledge and skill are required in adapting analytical techniques and evaluation criteria in development of new of modified work methods, organizational structures, management processes, guidelines, and procedures.

EDUCATION: I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR
COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your official transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and understanding of the major issues program goals and objectives, work processes and administrative operations of the WSSC/Fixer organization to plan perform studies.
2. Knowledge of overall structure contents internal and external interfaces, updated procedures and uses of automated supply/maintenance systems and databases.
3. Ability to analyze problems and to develop timely and economical solutions.
4. Knowledge and skill in applying qualitative and quantitative techniques for analysis and measurement of the effectiveness, efficiency and productivity of the organization's administrative and technical program operations carried out by personnel in the areas of supply, budget, maintenance, and productions.
5. Ability to maintain good working relations.
6. Ability to review, analyze, and evaluate supply and production management programs.
7. Knowledge and skill is required in adapting analytical techniques and evaluations criteria in the development of new or modified work methods, organizational structures, management processes, guidelines, and procedures.
8. Knowledge of policies and procedures for requisitions and issuing equipment and supplies.
9. Ability to develop. Prepare, coordinate, staff, and implement management policies, procedures, programs, and directives.
10. Ability to communicate effectively, both orally, and in writing.
11. Ability to apply lean, safety, security, and health principles, practices, and procedures and to understand and apply internal management procedure.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Physical Demands: There will be some walking, standing, bending, and light lifting. No special physical demands are required to perform the work.
Work Environment: The work environment is primarily in an office setting and will involve few risks or discomforts, which require normal safety precautions. The general work area is adequately lighted, heated, and ventilated. Employee may be required to visit the general hangar work area from time to time, where eye and ear hazards exists. Personnel protective equipment may be required.
