The Education Technician is assigned to the Education Service, at the VA North Texas Healthcare System, Dallas, TX.
Duties
The Education Technician position is located in the Education Office and provides administrative support to the Associate Chief of Staff for Education (ACOS/E), TMS Domain Manager, Program Specialists, Nurse Trainer, and Designated Learning Officer. Incumbent is responsible on a day-to-day basis for supporting the coordination and facilitation of the function of all education services, professional and administrative. Serves as a liaison between education and other Medical Center services to ensure compliance with all performance measures related to education. Reviews and approves all employee tuition and travel request at VANTHCS. Responsible for reconciling and administering all disbursements for house staff and working with affiliates and third party payers to ensure accurate and timely delivery of the disbursements. The incumbent provides support with recordkeeping, logistics, and materials to insure success of VANTHCS' educational program(s). Supports and assists Education Service personnel during Programs of Instruction, and determines replenishment levels for training supplies and materials.The incumbent maintains general billing oversight over resident schedules, performs periodic reviews of records to insure data integrity, reviews and analyzes student needs and provides recommendations. Supports that Education Service to advise students regarding training course content, prerequisites, eligibility, and the availability of classes; schedules and administers examinations. Responsible for data mining, data processing, research, and quantitative and qualitative analysis of Education service statistical information.
Job Accountabilities:
Partner with Affiliate GME program coordinators to ensure timely and accurate payroll information.
Review the provided invoices, reconciling them to assure proper reimbursement.
Maintains necessary documentation to ensure accurate OAA /GME reimbursement while utilizing specific hospital software applications.
Improve Affiliate billing, invoices, and/or payment related issues.
Researches / resolves Affiliates standing invoices.
Provide quality management and/or quality improvement to Education service and Affiliate Institutions.
Make recommendations to supervisors regarding improvements, monitors and support initiatives as appropriate.
Maintain a working relationship with Affiliate partners.
Maintain accurate and timely logs.
Maintains knowledge of applicable laws, rules, regulations, OAA directives, etc. that affect GME, Affiliates, disbursement methodologies, International Medical Graduates, VA employment procedures, and house staff supervision.
Stays abreast of the latest healthcare trends and initiatives by reading applicable publications, attending workshops and conferences. Remain insightful on all aspects of GME disbursement and OAA procedures.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing duties assisting in troubleshooting, setting and re-setting passwords and work order functions. Assisting students, residents and fellows with activation and utilization of newly issued PIV cards. Maintaining office files, records, and suspense systems for internal and external reporting requirements. Assisting training specialists as needed for academic and staff development initiatives.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Although much of the work can be performed while seated, some bending is required, and there is also a considerable amount of walking.
