This position is located in the Department of Health and Human Services (DHHS), Administration for Children and Families (ACF). ACF is responsible for promoting the economic and social well-being of families, children, individuals, and communities. ACF programs aim to empower families and individuals to increase their economic independence and productivity, encourage strong, healthy, supportive communities that have a positive impact on quality of life and the development of children.

Duties

ABOUT THE POSITION The incumbent of this position will guide and promote the operations of the Office of Child Support Services (OCSS), Office of Community Services (OCS), and Office of Family Assistance (OFA). Have full authority to act commensurate with responsibilities assigned and refers to the Deputy Assistant Secretary for advice and decision on these matters, which in their judgment are of an unusually sensitive, precedent-setting, or highly consequential nature. Serves as an authority and principal advisor to the office on developing and providing complex operational support on the offices' work with states, tribes, territories, localities, agencies, and programs that deliver services. Supports a strategic vision to build a coordinated system of high-quality economic mobility services for children and families and provides oversight of the operations of existing and new programs across the partner offices. Provide support and direction on initiatives for economic mobility programs including Child Support, Temporary Assistance for Needy Families (TANF), Healthy Marriage and Responsible Fatherhood (HMRF), Low Income Home Energy Assistance Program (LIHEAP), Low Income Household Water Assistance Program (LIHWAP), and Community Services Block Grant Program (CSBG).

  • This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM.
  • Executive qualifications must be approved by OPM before appointment can be effected. If you are selected, you will be responsible for working with an HHS Executive Consultant, or QRB Writer to develop an ECQ narrative for submission to OPM

Qualifications

Open to all U.S. Citizens, Federal Competitive Status Candidates, Current SES and SES Reinstatement Eligibles, and SESCDP Graduates. SESCDP graduate candidates may also apply for noncompetitive consideration if applicable. As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration. All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show IN YOUR RESUME that you possess the Fundamental Competencies, Five Executive Core Qualifications (ECQs) and Job Specific Mandatory Technical Qualifications (MTQs) listed below. Mandatory Technical Qualifications (MTQs) This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role. 1. Demonstrated capability managing an organization and providing executive direction, team management, and oversight on a wide-range of operational objectives governing the administration and funding of economic mobility programs, such as developing sound people strategies; overseeing and executing a fiscally sound budget; developing a vision to improve business processes; supporting strategic operational alignment across offices; implementing accountability programs; providing leadership in implementing best practices in grants and contracts, management and oversight; enhancing customer service; managing facilities; and deploying change management and employee development programs. 2. Demonstrated experience deploying executive diplomacy skills to develop, maintain, and enhance relationships with a wide range of internal and external stakeholders and service providers toward the strategic operational goals of complex offices. 3. Demonstrated ability managing cross-cutting, diverse and inclusive teams in a complex operating environment to promote maximum utilization and development of staff. Demonstrated ability to integrate activities across silos, adapt team efforts to changing priorities and feedback, direct and balance complex assignments concurrently, and navigate through transitions.
