Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management, Talent Management Directorate, CBP Hiring Center, Frontline Staffing Branch located in Bloomington, MN.
Duties
The incumbent of this position serves as a Lead Human Resources (HR) Specialist in the Frontline Staffing Branch (FLS). The incumbent serves as the Staffing Team Lead utilizing a variety of coordinating, coaching, facilitating, and planning techniques to assist the unit's supervisor with managing a team of Human Resources Specialist (Recruitment and Placement), HR Assistants, and contractors.
This position starts at a salary of $112,553.00 (GS-13, Step 1) to $146,323.00 (GS-13, Step 10).
Typical duties include:
Articulating and communicating to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
Monitoring and reporting on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met.
Developing and maintaining program and administrative reference materials, project files and relevant background documents and make available policies, procedures, and written instructions from the supervisor. Remain up to date on HR knowledge and legislation to answer questions from team members.
Reporting to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training.
Processing the full range of personnel pay actions ensuring actions are processed through the National Finance Center, or comparable automated systems, in accordance with applicable Agency and Office of Personnel Management (OPM) guidance, rules and regulations.
Qualifications
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Researching and using various methods and resources to interpret guidance and making recommendations to leadership in the area of recruitment and placement.
Developing options for supervisors and managers during the consultation process including the likely impact and ramifications of their decisions.
Adjudicating applicant appeals of examining decisions and provides a report of findings to the applicants verbally or in writing.
Conducting training, evaluating work products or lower graded staffing specialists, assistants and contractors to ensure the highest quality of recruitment products for customers.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 06/07/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. Probationary Period: All employees new to the federal government must serve a one-year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
