Resolve problems that involve the knowledge, policies, procedures, and practices of fee collection. Responsible for initiating, modifying, and improving work methods, automated systems, and technologies.

Duties

This position serves as a Lead Recreation Fee Technician in any organizational unit within the National Park Service (NPS). The primary purpose of this position is to lead at least three full-time employees in performing a variety of technically challenging duties associated with the collection, deposit, tracking, and expenditure of fee revenue and donations collected from the public under legal authorities such as the Federal Lands Recreation Enhancement Act. At this grade level, the position is primarily responsible for leading three or more full-time employees on a regular and recurring basis in which the highest subordinate grade level is GS-06. In addition to leading others, the incumbent may also serve as a technical authority for the resolution of especially difficult or sensitive technical problems that involve the application of in-depth and broad fee program knowledge and the policies, procedures, and practices of fee collection. Work at this level may also involve responsibility for initiating, modifying, and improving work methods as well as automated systems and technologies. The incumbent is either a temporary employee leading three or more temporary employees; or is a permanent employee leading three or more permanent employees; the incumbent may lead additional personnel (seasonal employees, interns, volunteers), as long as this initial threshold is met. As a full performance GS-07 Lead, this position may not be developmental. The incumbent performs assignments in accordance with all regulations governing the handling of government funds and separation of duties. The incumbent serves as a uniformed, front-line representative of the NPS. APPLICANT LIMIT; CLARIFICATION FROM AGENCY - Open to the first 75 applicants or until the close date whichever comes first. Physical Demands: This position requires standing for long periods of time, as well as walking, bending, and lifting of moderately heavy items. Mental stress and physical fatigue occur due to the high volume of personal contacts and the responsibility of dealing with large amounts of money. If applicable, extreme physical exertion may be required while performing search and rescue, wildland firefighting, and other emergency response duties. Work Environment: This position typically works at an entrance station, campground office, fee office, remit office, visitor center, and/or visitor contact station. Work may frequently be performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight. Park areas may be geographically located in areas of high elevation, rugged terrain, or dense populations. High levels of vehicle noise and emissions may exist during heavy visitation periods. Duties may be performed alone and/or in isolated locations. Probationary Period: If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.

Qualifications

All qualifications must be met by the closing date of this announcement-06/14/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. EXPERIENCE: Must possess 1 year of specialized experience equivalent to the GS-06 grade level in the Federal service. Specialized experience demonstrates the knowledge, skills, and abilities to successfully perform the duties of Recreation Fee Technician, GS-0503-07. Examples of specialized experience include: performing fee collection, accounting or financial duties to include operating a point-of-sale system; performing recurring or standardized accounting transactions such as remittances and bank deposits in automated financial systems; ensuring accountability of funds and accurate financial record; or resolving software issues that arise in the remittance and/or fee collection process. Must have experience collecting and accounting for monies. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
