The primary purpose of this position is to perform a variety of duties associated with the collection, deposit, tracking, and expenditure of fee revenue and donations collected from the public under legal authorities such as the Federal Lands Recreation Enhancement Act. In many instances, the incumbent is the first and only contact the visiting public has with an NPS employee. The position is responsible for carrying out a wide variety of clerical and technical assignments.
Duties
Assist higher level personnel with auditing fee collection program components/systems (e.g. cash registers, road/trail registers, honor systems, automated fee machines or AFMs, donation boxes, etc.); assist in completing audit paperwork and documenting findings; communicate audit results to supervisor.
Review fee collection shift and/or donation records for completeness and accuracy. Inspect shift reports, logs, and records. Determine the amount and extent of errors, if any, and the procedures for correcting any problems identified. Verify the accuracy of records, reconstructing, tracing, and correcting errors, if applicable.
Transport recreation fee revenue and/or donations collected from one or more fee collection locations such as entrance stations, visitor centers, donation collection stations and campgrounds. Transport the revenue to the central remit office or other authorized location. Ensure proper security, internal controls, and accountability of funds during transport.
Operate an electronic cash register, computer, tablet, smart phone, or other POS system to conduct financial transactions. Perform opening and closing shift functions. Issue entrance receipts, tour tickets, permits, park passes, and/or federal recreation passes in accordance with established guidelines. Verify entrance receipts and various passes for validity dates and ownership. Process refunds or upgrades as needed according to established guidelines.
POSITION LOCATION: Assateague Island National Seashore is located on the Atlantic coast of Maryland and Virginia, approximately 130 miles east of Washington, DC. The area is largely rural, with numerous small towns and the seaside resorts of Ocean City, MD and Chincoteague, VA nearby. Complete shopping and medical services are available, as are public and private schools. The small city of Salisbury, MD is about 30 miles west of the headquarters area and has shopping centers, a university and a large hospital. Summers are hot and humid, with high temperatures commonly in the 90's. Winters are mild with little snow and daytime temperatures usually above freezing.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
Quality Ranking FACTOR: A major duty in the GS 0503-05 Recreation Fee Technician position description is the collection of appropriate fees at various stations throughout a park. The position description lists in the Knowledge Required by the Position section that knowledge of fee collection practices is required of the position. Identifiable money-handling competence will distinguish high performers from average performers. Money-handling experience will be looked at closely.
To qualify for this position at the GS-5 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-4 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: handling, tracking, or depositing monies, using software programs to maintain financial/account data (such as fee and stock data); performing fee collection, accounting or financial duties, using tools or equipment (e.g., cash registers, calculators, etc.) to make sales transactions, or ensuring accountability of funds and accurate financial records. You must include hours per week worked.

EDUCATION: Successful completion of at least 4 years above high school from an accredited college or university. You must include transcripts.

COMBINATION: Successful completion of a combination of education and experience as described above. For GS-5 level positions, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. You must include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
