This program educates and develops technically proficient research, development and acquisition personnel, who are then available for other Air Force organizations to hire

Duties

Oversees all aspects of the program policies, processes, and finances. Monitors financial expenditures, compares execution rates against financial plans, and initiates required corrective actions. Ensures all financial rules and regulations are followed. Coordinates program finances with department, school and AFIT staff and leadership. Spearheads collaborations with faculty and staff across all schools and academic departments in AFIT. Apprises AFIT leadership of key program accomplishments. Coordinates program outreach with relevant AFIT staff and leadership. Develops a network of external DoD sponsors interested in developing their workforce through AFIT's programs. Serves as the primary AFIT liaison with sponsors for all aspects of the civilian graduate workforce development programs. Creates agreements between AFIT and external customers and coordinates with AFIT leadership and external sponsors to formalize these agreements. Ensures AFIT civilian workforce development activities and programs are consistent with AFIT's commitments to AFIT sponsors. Organizes periodic civilian workforce development program reviews by boards of external sponsors. Presents workforce development program outcomes to customers. Prepares and coaches participants to present their professional growth and development outcomes achieved through the program. Ensures civilian workforce development efforts are responsive to the needs of the program sponsors. Cultivates relationships with sponsor organizations to ensure they understand what the workforce development program offers. Ensures the civilian workforce development programs align with sponsor interests. Oversees the screening, hiring, and onboarding of all program participants. Coordinates with sponsors to ensure that participants are suited for potential follow-on assignments. Mentors program participants to ensure the workforce development program is a productive, inclusive and positive experience. Ensure that program elements are directly contributing to the development of each participant. Works with participants to maximize their individual development. Tailors program elements as appropriate to meet the needs of the participants. Coordinates with program sponsors and with AFIT leadership, faculty and staff to understand short-erm and long-term workforce development needs. Translates these needs into program requirements and builds a workforce development program to meet these program goals. Reports program progress to all stakeholders, including external sponsors, AFIT leadership, as well as faculty and staff partners. Leverages feedback and data to imp0rove the workforce development program to better achieve program's workforce development goals.

Requirements

  • U.S. Citizenship is required.
  • Males must be registered for Selective Service, see www.sss.gov.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Shift work and emergency overtime may be required.
  • Employee must maintain current certifications.
  • Incumbent may be required to serve a one-year trial period.
  • Candidates are not required to have active duty service or veterans’ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.
  • The selected candidate will be subject to a security investigation leading to successful completion of a background investigation with a favorable adjudication. This is a Secret position. (1 of 2)

  • Initial appointment is under Schedule A appointing authority, Excepted Appointment Not-to-Exceed 3 years
  • At the time of the expiration of the initial appointment an employee who adequately demonstrates professional competence can be extended in increments up to 3 years or for an indefinite period.
  • An initial appointment can be allowed to expire for an employee who does not adequately demonstrate professional competence.
  • The appointment cannot be converted to a permanent tenure in the competitive service.
  • This job is being filled by an alternative hiring process and is not in the competitive civil service. This is an Administratively Determined position in the excepted service.
  • All federal employees are required to have direct deposit.

  • Travel and relocation expenses WILL NOT be paid
  • Bachelor’s degree in a STEM field, finance or contracting is required. Master’s degree is preferred.
  • Experience with academic research is highly desired

Qualifications

Conditions of Employment Continued Term appointment may be extended to the maximum period allowed by law without further competition. NOTE: Current federal civilian employees may apply for this position and if selected, a break in service of at least 3 days may be required prior to appointment to this position. Incumbent may be required to travel by commercial or military conveyance (or other means of travel) to perform temporary duty Additional duties supporting the academic and administrative aspects of a military school can be assigned by school and/or university leaders. Required Qualifications A mix of experience in program development, management, resource allocation, acquisition, finance, contracting, that is beneficial to the Graduate Assistant Development Program mission. Demonstrated personal initiative and leadership in significant group-oriented projects requiring creative problem-solving skills associated with deliverables. The ability to communicate clearly and expertly (in English) in both verbal and written forms concerning academic, administrative, and technical subject matters is required. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
