Vacancies will be filled in the following specialty areas:
Taxpayer Services Customer Assistance, Relationship and Education - Stakeholder Partnerships, Education, and Communication - Products Systems & Analysis (PSA)
The following are the duties of this position at the full working level.
The incumbent serves as an expert analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation for the compliance, accounts management and/or taxpayer education and communication functions.
The employee plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, and teams.
Independently studies problems facing operating unit functions or those of particular concern within the organization assigned. This may require coordinating input from activities outside the division and identifying new methods of performing work. This requires the incumbent to demonstrate analytical, technical, and process analysis skills.
Analyzes assigned program areas to discern trends in program delivery. Consolidates report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives.
Provides technical advice and staff assistance to executives, field managers, and employees in the assigned program area. Develops and prepares operating guidelines, instructions, and other material pertaining to assigned program areas.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience includes:
Experience in assisting in the Unified Work Request (UWR) process.
Experience in assisting with Work Request Management System (WRMS) to submit and manage work requests.
Experience in tax law and creating SQL Queries, analyzing output data, and providing guidance and direction based on results.
Experience in assisting with data types, relational database concepts and queries of single table and multi-table data sources.
Experience in assisting in analyzing, importing, formatting, and structuring/combining raw data sources into functional tables and data usable by query and reporting tools and developing various kinds of reports, such as Pivot tables, tabular and/or crosstab reports, and comparative analysis reports.
Experience in assisting with supporting and guiding end users of a divisional management information system and/or reporting tools.
Experience in assisting with Microsoft Excel Pivot tables, Business Objects Enterprise (BOE) Reports and/or Tableau Online Dashboards and SharePoint Administration to manage projects (e.g., assign tasks and access, share documents).
Experience in recognizing significant tax issues and changes in order to revise or recommend changes to training products and publications for assigned programs.
Experience using a wide range of analytical and evaluative methods in order to develop new approaches to existing programs such as training product development, taxpayer education and communication functions.
Experience in oral communication to present plans and proposals to individuals and groups, including top-level managers, field and headquarters employees, and external partners for taxpayer education, employee and volunteer training and communication functions.
Experience in written communications to prepare comprehensive training products, written reports, disseminate policy information, and document findings and conclusions.
Experience providing guidance, and serving as a technical program, policy, and tax law expert to be able to prepare complete decision packages, studies, and recommendations.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
