This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: As a Supervisory Resource Manager for the US Army Corps of Engineers' South Atlantic Division, located in Atlanta, GA these positions works with the Corps six district offices of the Corps Resource Management Division.
Duties
Administer overall budgetary management system, ensuring the development of plans and policies to implement higher headquarters directives for budget functions.
Provide budgetary technical leadership for regional directors, districts, and district budget officers.
Prepares budget briefs and presents the regional operating budget to senior staff and various levels of management.
Provide budgetary and technical leadership for the development of multi-year complex regional operating budgets.
Analyze program and budget guidance and instructions from higher headquarters to determine impact on regional operations.
Provide guidance, direction, and control to all organizational elements and subordinate echelons on all phases of budget formulation.
Develop local and regional schedules to meet time-phased requirements and furnishes formats for preparation of estimates.
Establish financial management procedures for continual review and surveillance of fund subdivisions and limitations to preclude occurrences of over-obligations of funds.
Prepare budget execution plan based on input form managers and staff.
Analyze trends in fund utilization and prepares periodic cost and performance reports to compare actuals with forecasts.
Manage/oversee the receipt, distribution, and administration of all funds issued to the regional, to include annual and multiyear reimbursable and direct funding.
Analyze manpower resource allocations based on workload projections, historical manpower usage trends, future program changes, and known budgetary guidance.
Make recommendations on manpower allocations and coordinate adjustments to meet authorizations received from higher authority.
Oversee distribution of manpower allocations and evaluate request for adjustments to the manpower authorizations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation (NACI-TIER 1).
- Position requires the incumbent to obtain and maintain a valid state drivers license.
- Position requires the employee to obtain and maintain a Financial Management Level 3 certification within the Department of Defense (DOD) allotted time frame.

Specialized Experience:
One year of specialized experience which includes: Advance experience with Corps of Engineers budget formulation, execution, funds control, manpower allocations, internal control program, as well as experience in the revolving fund and how overhead rate structures impact its balance. Advanced experience with the Corps of Engineers Financial Management System as well as experience with computer software systems to conduct trend analysis for the regional management team.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).
