Duties

Coordinates, plans, and conducts national program management reviews, focused audits, evaluations, and inspections. Reports findings and makes recommendations to remedy identified problems. Follows up until solutions are complete. Coordinates Serious Accident Investigation Teams appointed by the Designated Agency Safety and Health Official. Serves as technical expert on investigation process, provides support to team, and communicates directly with DOI on critical milestones. Serves as the technical authority for safety program management to provide advice and guidance to BLM Leadership Teams, including strategic planning, development, guidance, implementation, and training for the safety program. Provides technical guidance and assistance to Safety and Occupational Health Managers/Specialists at lower organizational levels in the BLM. Works with other program specialists to integrate the safety program into all other program areas to achieve organizational strategic goals and objectives. May include training, sampling, noise dosimetry, critical information reporting, emergency planning, and mass communication.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity. Specialized experience is defined as: plan, organize, direct, operate and evaluate a safety and occupational health program that involves a wide variety of hazards. Administering a safety and occupational health program ensuring that safety and health policies, procedures and practices are sufficient to eliminate or control potential hazards; Developing, communicating, and implementing an organizational wide safety and occupational health strategy to prevent accidents, injuries, and resource loss; Conducting surveys, inspections, and audits of facilities, operations, equipment, and programs to determine adequacy to protect the safety of workers, public, environment, and facilities; Preparing clear, concise, grammatically, and factually correct reports that include recommended improvements, findings, root cause analysis, potential hazards, and potential impact to the workplace; Providing training, guidance and awareness to supervisors and employees to reduce risk of injury. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work requires regular and recurring physical exertion related to frequent inspections and surveys requiring considerable standing, walking, climbing, bending, crouching, stretching, reaching or similar movements. Occasionally, there may be a need to lift and carry moderately heavy objects. The work may require some degree of agility and dexterity when, for example, it involves inspecting operations or construction sites. Conducting accident investigations may require walking or hiking, usually over uneven terrain. Work Environment: Work is primarily in an office setting, but some work will occur outdoors. Field work involves regular exposure to hazards, unpleasantness, and discomforts such as moving heavy equipment, industrial sites, irritant chemicals, wildfire environments, physical stresses, high noise levels, adverse weather conditions, exposure to insects and poisonous plants, and high or low temperatures. Protective equipment and clothing may be needed, including hard hat, metatarsal shoes, ear muffs or plugs, goggles, respirators and gloves. Some travel will be required, possibly in aircraft or watercraft.
