Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.
Duties
The primary purpose of this position is to serve as an Air Reserve Technician (ART) Officer serves as Readiness Assessment Program Manager responsible for staff guidance, training, standardization, assessment, and management of Exercise Evaluation Team members for assigned units. Additionally, provides training to reservists in the accomplishment of tasks set forth herein.
RESPONSIBILITIES:
1. Position serves as Instructor navigator/CSOs, Examiners, and Standardization Evaluation Examiners. Performs duties of navigator/CSO to accomplish assigned missions.
2. Responsible for aircraft qualification and requalification, instrument flight and weather reconnaissance mission training of assigned or attached navigator/CSOs.
3. Reviews mission tasking, intelligence, and weather information. Participates in mission planning, preparation and filing of flight plan, and crew briefing. Ensures aircraft is pre-flighted, inspected, loaded, equipped, and manned for mission.
4. Navigates aircraft to accomplish assigned mission. Operates available navigation systems. Conducts training of crewmembers. Ensures operational readiness of crew by conducting mission specific training.
5. Conducts a continuous and aggressive flying safety program and maintains a complete file on flying safety matters for the education of all assigned aircrew

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Supplement to Qualification Standards for Air Reserve Technicians (ART), approved August 2017.
SPECIALIZED EXPERIENCE: No specific length of experience required. The qualifications of Navigator (Instructors) in an Air Force active duty and Reserve force are directly related to the completion of prerequisite training and number of flying hours rather than years of experience.
MINIMUM FLYING HOURS: Must have a minimum of 1000 hours total military flight time and instructor qualified in unit aircraft, hold or qualify for a USAF Navigator or Combat Systems Officer rating.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENTS FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of NAF level plans and programs for conducting major operations such as mission and flight operations, deployment, mobilization, exercise, flying training systems, rescue, special operations, or similar operations.
2. Knowledge of Air Force, AFRC and NAF program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various organizational entities involved in overall program planning and execution of military operations, exercises and evaluations.
3. Knowledge of the application of rated aviation expertise as a Navigator in one of AFRC's assigned aircraft as it applies to assigned programs and projects.
4. Knowledge of military command structure, missions, programs and organizational relationships and program goals and objectives, management and organizational techniques, contingency planning, exercises planning and processes for use in a wide variety of analytical force readiness evaluations and studies. In-depth knowledge of operational unit training, tactics and deployment readiness procedures.
5. Knowledge of the functionality of transportation systems (i.e., DCAPES, JOPES, DRRS, etc.) and other systems, which interface/relate to this system to effectively manage readiness, exercise planning data.
6. Skill in designing and conducting comprehensive exercise scenarios and studies; and preparing solutions to especially broad and important, military operational (mission and flight operations, flying training systems special operations, etc.) and contingency areas.
7. Ability to communicate effectively both orally and in writing and maintain good working relationships. Ability to plan, organize, and lead others in exercises, studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. The GS-2183 occupational standard is a narrative standard that evaluates positions based on the knowledge and skills, nature and purpose of assignments, and degree of hazard involved. Included in the standard are brief summaries of the grade level for application of the grading criteria.
OTHER SIGNIFICANT FACTS:
1. This is an Air Reserve Technician (ART) Officer position, and an AFRC key management position in which the incumbent is required to formulate, determine or influence policies of the assigned units. Must be highly knowledgeable of the AFRC mission and responsibilities. As a designated key position, the term "key" as it is used here relates to the ART program that defines the position as critical to mobilization capability (i.e., formulates, determines or influences policies of the unit to which assigned), and has no relationship to the term "key" as defined in DoDD 1200.7.
2. Position requires the incumbent to obtain and maintain the appropriate security clearance for the position.
3. The incumbent is subject to the normal pressures, deadlines, and other conditions inherent in this position and others found in the aircrew occupation. Aircrew and management duties include stress (both mental and physical), exposures to extreme hot and cold temperatures, gravity forces (up to 1.5Gs) depending upon aircraft to which assigned as well as the typical risks or discomforts involved in flying any aircraft through combat maneuvers, night aerial refueling, low level flying, using night vision goggles (NVG) and other tactics.
4. The duties of this position require the incumbent to have rated aviation expertise, and will require the incumbent to actively fly. Must be a rated aircrew member qualified for flying status and periodically, as prescribed by regulations, must take and pass standardization/evaluation flight examinations, which consist of both written tests and actual flight performance to demonstrate flight knowledge and abilities required by the position. Must pass physical examination and meet annual flying requirements. Incumbent must participate in regular, frequent flights, as required by the position and supervisor/Commander.
5. Incumbent must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART; however, the incumbent is assigned non-ART duties not to exceed 30 percent of total responsibilities. Work schedules will be aligned to allow the individual to function fully on unit training assembly (UTA) weekends. As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice. The incumbent may be required to work overtime to meet workload demands.
6. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY).
7. This position is designated as a mobility position. The incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. The employee must sign a mobility agreement.
8. Must possess a high degree of tact and diplomacy and demonstrate leadership and managerial abilities. Incumbent will be required to maintain effective relationships.
9. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
10. Performs other duties as assigned.
