Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is to serve as an Air Reserve Technician (ART). The incumbent performs Weapon Systems Officer (WSO) and navigator duties and provides a full range of instruction to Reservists, flight examiners, pilots, and WSOs in unit-type aircraft. Additionally, individual provides training to reservists and active duty (AD) personnel in the accomplishment of tasks set forth herein as part of Total Force Integration (TFI). RESPONSIBILITIES: 1. Performs duties of navigator/WSO/CSO/pilot to accomplish assigned missions; Reviews mission tasking, intelligence, and weather information; Participates in mission planning, preparation and filing of flight plan, and crew briefing. 2. Ensures aircraft is pre-flighted, inspected, loaded, equipped, and manned for mission; Navigates aircraft to accomplish assigned mission. Operates available navigation systems; Conducts training of crewmembers; Ensures operational readiness of crew by conducting mission specific training. 3. Develops plans and policies, monitors operations, and advises commanders; Assists commanders and performs staff functions related to this specialty; Interviews navigator WSO/CSOs/pilot assigned or attached to determine backgrounds and training in various types of aircraft, especially in the type of aircraft assigned to the unit. 4. Schedules navigator/WSO/CSOs/pilot as to type, phase and degree of flying training required and schedules individual navigator/WSO/CSOs/pilot for extra flying hours as necessary. 5.Conducts a continuous and aggressive flying safety program and maintains a complete file on flying safety matters for the education of all assigned aircrew.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the supplemental Office of Personnel Management (OPM) Qualification Standards for Air Reserve Technicians (ART) flying positions, dated 2017. SPECIALIZED EXPERIENCE: Three years of progressively responsible experience in a flying component of the US military establishment in assignments that normally would qualify for progression into the position of Wing Operations and Training Officer or its equivalent. This experience must have included assignments wherein the applicant was required to have demonstrated ability to formulate plans and policies pertaining to operation and training of search/rescue, tanker, transport, fighter, specials operations, bomber, or reconnaissance units; operation of flying training schools; or aircraft performance programs. At least one year of specialized experience must have been of a level of difficulty and responsibility comparable to that of the GS-13 in the Federal service. CERTIFICATION: Must hold or qualify for a USAF Pilot or Navigator rating; hold a valid aviation service aeronautical order, be Instructor Qualified in unit MDS, and have actively flown military aircraft within the past eight (8) years. (NOTE: YOU MUST SUBMIT SUPPORTING DOCUMENTATION) MINIMUM FLYING HOURS: Applicants must have logged 1,000 or more total flying time as a Navigator.(NOTE: YOU MUST SUBMIT SUPPORTING DOCUMENTATION). NOTE: You must submit an AFTAR 209 or any official flying hour report and any official document that shows date received aviation service aeronautical order. Please upload your documents in the supporting documents section under Other. FAILURE TO DO SO WILL RESULT IN AN INELIGBILE RATING. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in the application of rated aviator expertise, as either a pilot or navigator is required. 2. Knowledge of flying operations, command center communications, intelligence procedures, aeromedical evacuation, and current operations which includes worldwide deployment of aircraft, and the relationships of the various Air Force Reserve entities, other MAJCOMs and Air Force in overall planning and execution of military operations and evaluations. 3. Ability to analyze, plan, organize, direct flight operations functions and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate effectively, orally and in writing, to coordinate and accomplish assigned tasks, prepare documents, reports, evaluations, mentor, motivate, and appraise a staff through subordinate supervisors, present training/instruction, and brief passengers and crews. 4. Knowledge of safety and security regulations, practices, and procedures. Knowledge of the interrelationships among aircraft systems and skill in analyzing operating conditions, diagnosing problems, determining alternate procedures and/or initiating corrective actions, and reporting detailed symptoms and conditions in terms of flight safety. 5. Ability to use a personal computer and software to use email, prepare documents, reports, and evaluations, and accomplish staff duties. 6. Knowledge of operating principles, techniques for employment, and characteristics of major aircraft systems and their controls, panels, and indicators, systems, and equipment in accomplishing functions in aerial refueling, loading and off-loading, or flight engineering operations of unit-assigned aircraft. Knowledge of aircraft capabilities, limitations, weight and balance factors to provide the optimum center of gravity throughout the flight and procedures for preparing cargo for loading, unloading, and aerial delivery missions. OTHER SIGNIFICANT FACTS: 1. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. 2. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. 3. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. 4. As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice. 5. May be required to travel in military and commercial aircraft to perform temporary duty assignments. 6. Must be a qualified instructor/evaluator and aircrew member on flying status in unit to which attached. 7. Must attain and maintain currency at the appropriate crew qualification level in the unit's assigned aircraft. 8. Position requires incumbent to obtain and retain a Top-Secret Clearance. 9. This is a drug testing designated position. The incumbent is subject to random testing for drug use. 10. This is a designated mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ AFRC. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
