As a Equipment Specialist, you will serve as Senior Operation and Maintenance Program Manager and Subject Matter expert in Facilities Management Division of GSA, Public Building Service (PBS), Northwest/Arctic Region.Location of position: GSA, Public Buildings Service, Northwest/Arctic Region, Facilities Management Division We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Serves as a regional technical advisor for policy procedural directions to both the field operations staff and to the Regional Contracting branch. Studies and evaluates field office performance, technical operations practices, and equipment for proper operation. Serves as a SME for the inspection and management of field operations in maintenance and concessions for the purpose of determining compliance with policies and procedures to determine corrective action necessary and to give technical assistance to field office managers in improving operations. Evaluates operating procedures to develop cost reduction methods. Provides technical advice to the field offices should emergencies develop that cause failure in mechanical equipment and building support equipment related to building services and maintenance in ongoing program areas. Performs field office site assistance visits in order to resolve specific technical problems being experienced at the field office level. Performs on-site program enhancement and updates. Reviews all requisitions from assigned field offices for major items of building operating equipment. Maintains regional equipment standardization, test, and evaluation programs. Gives guidance to the field for establishing preventive maintenance, prompt repair and programmed replacement programs for all types of equipment. Monitors assigned field office program for continuity and effectiveness during annual evaluations and site visits. Investigates and recommends new methods and procedures for use in building operations. As a team member, is fully responsible for performing complete evaluation of operations and maintenance program within the evaluated field offices. Inspects work related trades. Prepares inspection reports for the purpose of identifying deficiencies and recommending problems involving lack of personnel, materials, poor workmanship, conditions in need of repairs, and various other related concerns. Evaluates and determines the quality and quantity of repair parts and reduce unnecessary duplication and variety as well as ensuring that needed materials are on-hand. Develops, coordinates, and administers training programs for field office staff. Training for Regional and National Programs such as but not limited to: Overtime utilities, Contract Services Estimates, Building Retuning, & contract administration Prepares training materials and assists in the conduct of training sessions for field office employees. Develops and conducts comprehensive formal and on-the-job training programs for field office managers, building managers, assistant building managers, and management interns.

  • US Citizenship or National (Residents of American Samoa and Swains Island)
  • Meet all eligibility criteria within 30 days of the closing date

Qualifications

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience that demonstrates expert knowledge of procedures and practices concerning maintenance of property facilities, utility systems, buildings and equipment; mastery of facility administration/buildings management operations and the technical aspects of various problems sufficient to determine appropriate facility maintenance procedures; and comprehensive knowledge of operating and maintenance systems including chillers, boilers (low and high-pressure), air handlers, air-filtration systems, energy management systems (EMS), etc.
