As a Equipment and Facilities Specialist, you will provide expert insight, guidance and technical assessments in the development, application and interpretation of varied system and equipment maintenance and operations for Region 10, Northwest/Arctic Region.Location of position: GSA, PBS, Northwest/Arctic Region, Facilities Management Division
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Serves as a technical expert and troubleshoots equipment and performs functional analysis on equipment. Performs inspections, monitors contractor performance, conducts tests, prepares reports, reviews and makesrecommendations on contractor proposals and performance. Serves as the first line technical expert on mechanical deficiencies identified on a daily basis.
Serves as an onsite technical advisor expert/resource or subject matter expert (SME) for local buildings management personnel on programs including but not limited to: Equipment Operations and Management Analysis and Review System (MARS) necessary to notify property management when any discrepancies are identified and to assist Regional Facilities Management Services Program (FMSP) Teams with Cost control, making recommendations on ways to reduce expenses, and energy and water use.
In partnership with Building Managers, evaluates ongoing property management controls, programs and activities related to the operations of the building mechanical/HVAC systems; identifies needs for program improvements and changes, and develops and implements plans to improve operations and adjust to changing requirements. Evaluates usage and optimizes consumption of utilities. Identifies ways to optimize mechanical operational costs ensuring the provision of quality facility-related services.
Reviews contractor's' schedules and final plans (e.g., building operating plans (BOP), watch and tour plans, Project Management (PM) program, etc.) and advises Contracting Officer's Technical Representative (COTR) of acceptability. Prepares correspondence to contractors on instances of unacceptable performance and makes recommendations to COTR on "Cure" letters.

The GS-13 salary range starts at $111,234 for Portland, OR; $115,793 for Seattle or Tacoma, WA per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.
Specialized experience is experience that demonstrates expert knowledge of procedures and practices concerning maintenance of property facilities, utility systems, buildings and equipment; mastery of facility administration/buildings management operations and the technical aspects of various problems sufficient to determine appropriate facility maintenance procedures; and comprehensive knowledge of operating and maintenance systems including chillers, boilers (low and high-pressure), air handlers, air-filtration systems, energy management systems (EMS), etc.
