Defense Finance and Accounting Services (DFAS) mission is to lead the DoD in finance and accounting by ensuring the delivery of efficient, exceptional quality pay and financial information.

Duties

Oversees and administers the Sensitive Compartmented Information (SCI) Security Program and the Special Access Program (SAP). Assists the Senior Intelligence Officer (SIO) and provides technical guidance for program implementation and advisory services to managers and supervisors on the SCI and SAP program policies and procedures. Conducts inspections of the security operations for the Joint Defense Accounting Center (JDAC) at the DFAS site. Maintains an inventory of the secured areas (alarms, safes, locks, etc.), ensures proper layout and markings, and defines the requirements for circulation, control, and entry systems. Reviews changes to security guidelines and policies, advises supervisor site representative of any changes which may be required to local procedures, and ensures compliance with mandated requirements.

  • Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.
  • The incumbent of this position is required to obtain and maintain Tier 1, Security Fundamentals Professional Certification (SFPC).

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Applying security program laws, principles, systems and policies to safeguard access and distribution to sensitive, restrictive information and operations, assist in creating a secure environment for employees and visitors. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Education

Substitution of Education for Specialized Experience:

GS-11 Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.

Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement

    • Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.
