Duties

Serves as the Agency Security Officer in the management, development, and on-going evaluation of the Agency's Personnel Security and Suitability Programs in concert with Federal, Department of Defense (DoD) and Agency regulation,policy and practices. Serves as staff consultant and advisor to Agency leadership and senior management officials regarding Personnel Security operations, policies, and regulations, the impact on Agency mission and interface with other operational or security programs. Identifies and effectively mitigates risk associated with personnel security incidents. Designs, develops and implements SCI access programs to safeguard worldwide finance and accounting operations. Analyzes new laws, regulations, directives and policies originating with DoD, the Executive Branch, and congressional and jurisdictional entities to determine their impact need for new or modified DFAS issuances or policy. Participates in the development of long-range plans and strategic planning initiatives addressing Personnel Security and Suitability issues based on changing technology, work processes, human behavioral situations and world conditions. Represents DFAS with DoD, DoD components, executive branch regulatory agencies, other intelligence and security agencies, education institutions, and private consulting firms on agency Personnel Security and Suitability policies and programs. Performs the full range of supervisory responsibilities to include planning and reviewing work, staffing , identifying training needs, implementing EEO policies, evaluating employees' performance, and carrying out disciplinary actions.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as providing expert level advisory services to leadership, management, and staff in the administration of a complex personnel security and suitability program; applying an expert level operational knowledge of a wide variety of personnel security and suitability regulations, policies, procedures and automated personnel security systems to evaluate complex personnel security and suitability issues; and overseeing the investigation process in determining an individual's eligibility to occupy specific positions and/or access sensitive or classified information or information technology systems. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
