About the Position: Serves as principal functional and technical expert for workforce-management activities for Alaska District Corps of Engineers. Serves as primary liaison with the District's Civilian Personnel Advisory Center (CPAC), Civilian Personnel Processing Center (CPPC) and the Resource Management Office (RMO) on matters relating to organization structure, the assignment of functional responsibilities, administrative missions and operations, and overall workforce management.

Duties

Administers the Alaska District Corps of Engineers recruitment program. Coordinates personnel actions with supervisors and managers, including initiating, monitoring and tracking personnel action requests using automated human resource systems. Analyses, evaluates and develops comprehensive plans to support recommended human resource strategies that insure effectiveness and compliance to federal regulations. Serves as principal functional and technical expert for workforce-management activities for the Alaska District Corps of Engineers. Serves as primary liaison between management and CPAC for all District classification and position management actions. Provides in-out processing to employees and provides necessary documents to employee and supervisor.

Minimum Qualifications GS-09 Specialized Experience: One year of specialized experience which includes: 1) providing technical support for a human resources program to include utilizing automated personnel programs to extract data and/or generate reports; 2) initiating personnel actions; and 3) screening records or documents for completeness, accuracy and regulatory compliance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Minimum Qualifications GS-11 Specialized Experience: One year of specialized experience which includes: 1) applying federal civilian human resource guidelines, policies, standard operating procedures and regulations; 2) providing program guidance and assistance on a variety of federal civilian personnel programs; and 3) screening records or documents for completeness, accuracy and regulatory compliance and coordinating corrections. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsPersonnel and Human ResourcesPlanning and EvaluatingTechnical Competence GS-09: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
