You will serve as an ENGINEER/SCIENTIST in the Chief Technology Office (CTO) of NAVSURFWARFCTR PANAMA CITY DIVISION.
In this role, you will support the Panama City Division Technical Departments achieving strategic business objectives by continually seeking and expanding technical partnerships with non-federal entities through the use of sound, ethical, and statutory business principles.
Duties
You will develop, maintain and close out Panama City Division Technology Transfer Agreements, including Cooperative Research and Development Agreements (CRADAs).
You will develop, maintain and close out Non-disclosure Agreements (NDAs), Education Partnership Agreements (EPAs), and Partnership Intermediary Agreements (PIAs).
You will develop, maintain and close out Memorandums of Agreement (MOA), Memorandums of Understanding (MOU), and Work for Private Party (WFPP) Agreements.
You will manage the NSWC PCD Intellectual Property (IP) portfolio and markets technologies to possible partners for lab technology commercialization.
You will plan for and execute strategic technology transfer and partnership efforts with external partners across the innovation ecosystem (Local Partners, Tech Bridges, other Warfare Centers, DoD, Universities, Industry, and Technology Partners).
You will develop and maintain the Instructions, Best Practices, Corporate Metrics, and website as related to Technical Partnering functions, in order to successfully perform all defined functions.
You will direct and manage all tech transfer efforts related to the NavalX Gulf Coast Tech Bridge including directing and managing the Partnership Intermediary Agreement (PIA) with the Mississippi Enterprise for Technology (MSET).
You will communicate with Senior Executives, Flag Officers, and groups through the preparation and delivery of briefings, presentations, proposals, and other products while taking into account the audience and nature of the information.
You will provide leadership, collaboration and team-building, including working with diverse groups.
You will interpret Naval S and T, RDT and E and related written material, including doctrine, policies and technical publications and strategically apply what is learned from such.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
This is an interdisciplinary position and may be filled by a General Engineer (0801-series), or a General Physical Scientist (1301-series), depending upon the qualifications of the candidate. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 pay band, (GS-12/13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional Engineer or Scientist developing and finalizing technology transfer agreements and managing intellectual property (IP) portfolios to strategize partnerships, maintain technical partnering protocols, or oversee technical transfer initiatives in order to achieve strategic business objectives for a technical department.

Education
Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
- Professional Engineering Series (08XX) - Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR
- Professional Engineering Series (08XX) - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
