You will serve as a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST in the OCCUPATIONAL SAFETY AND HEALTH DEPARTMENT (OSHD) of NAVAL FACILITIES ENG COMMAND HAWAII. GS 09 SALARY: $62,517.00-$81,272.00 GS 07 SALARY: $ 51,110.00-$66,445.00 A COLA of 8.90% will be added to the stated salary.

Duties

You will recommend to workplace supervisors and safety representatives the application of specific techniques, methods, and procedures to eliminate or control unsafe acts or conditions identified in surveys or through mishap information. You will provide technical safety and occupational health guidance to workplace supervisors responsible for hazardous activities pursued by employees involved in a wide variety of high hazard tasks. You will review purchase requests and procurement documents for the acquisition of equipment to ensure that tools, equipment and supplies conform to applicable regulations and standards. You will schedule and perform periodic and unscheduled inspections of work sites, work operations and conditions, warehouses, and equipment maintenance operations and evaluate compliance with applicable regulations and hazard control procedures. You will administer specific safety and occupational health programs in accordance with Navy regulations, OSHA requirements, process review and measurement system and/ or other similar methodologies as assigned by the Supervisor or Safety Director.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Scheduling and performing periodic and unscheduled inspections of work sites and evaluating compliance with applicable regulations and hazard control procedures; 2) Investigating and analyzing mishaps, obtaining evidence, and preparing final reports of findings with recommendations to correct unsafe acts or conditions; 3) Preparing and revising safety instructions and guides that are relevant to current or planned operations; 4) Reviewing purchase requests and procurement documents for the acquisition of equipment; and 5) Assisting with various Occupational Safety and Health Programs and developing local safety criteria, guidelines, standards, instructions, and directives based on studies of technical data and information.**NOTE** This information must be clearly supported in your resume. Specialized experience must demonstrate the following: 1) Assisting in inspections of works sites, work operations and conditions, warehouse and evaluating compliance with applicable regulations and hazard control procedures; 2) Analyzing mishaps and hazardous conditions to determine origin, causes, and contributing elements and assisting in writing evaluation reports concerning findings; 3) Reviewing design plans, contract specifications, and planning documents for repair to determine compliance of the proposed work with occupational safety requirements; and 4) Preparing safety guides and internal instructions for safety risks encountered. **NOTE** This information must be clearly supported in your resume. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR

OR
A combination of experience and graduate education as described above that equates to one year of experience.
