This position is located in the Small Business Administration, Office of the Administrator in Washington, D.C. The Senior Policy Advisor is responsible for policy analysis in coordination with program offices and is subject to technical direction from the Director of Policy and/or Chief of Staff (OA).
Duties
The incumbent is responsible for advising the Director of Policy, a Schedule C position, and managing, directing, and coordinating varied high-level projects and policy issues which require an extraordinary degree of knowledge of the Administration's stance on small business program and policy issues.
Provides economic and small business policy analysis, coordination of policy initiatives across SBA offices and external agencies, communication of SBA policies to stakeholders and office leadership.
Research and/or analyze economic, policy, and programmatic issues. Provide analysis and advice on complex policy issues. Based on the economy and changing small business needs, identifies relevant issues. Collect relevant information from many sources, some of which maybe difficult to access. Devise new analytical techniques to evaluate findings and make recommendations.
Use standard project management techniques to create a project plan, define the scope, estimate tasks and sequence, track project status and integrate required resources.
Requirements

- You must successfully complete a background investigation.
- You may be required to serve a one-year supervisory probationary period.
- This is a non-bargaining unit position.
- This is not a drug testing designated position (TDP).
Qualifications
GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector: conducting domestic program or economic analysis at a department or agency level while possessing a working knowledge and understanding of policy issues of importance to businesses and the economy which may include investment, taxes, and manufacturing; and a strong understanding of government policies and programs to small businesses; as well experience with project management to develop policies and standard operating procedures; experience coordinating across agencies on policy issues to small businesses; and to advise the supervisor on new initiatives and goals in the area of responsibility.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
