This National Guard position is for a MANAGEMENT ANALYST (T5), Position Description Number D2014000 and is part of the AL SMO, National Guard.

Duties
1. Gathers and organizes narrative and statistical information using established methods, techniques, and precedents, such as questionnaires, interviews, review of computer data, and comparison of past and present records. Work processes are observed to identify such problems as to work flow and processes, distribution, forms and record keeping, span of control, staffing ratios, and organizational structure.
2. Conducts troubleshooting and management studies to ascertain the need for changes in existing management systems or methods of operation such as work processes, functional responsibility, operating techniques, organizational structure and other factors effecting the efficient and economical use of available resources.
3. Assignments involve several specialized areas of management such as organizational analysis, work methods and standards, procedure analysis, and management statistics. Participates in providing management consulting services on all aspects of improving management operations for the state. Provides liaison assistance, as required, performs follow-up assignments, findings, and recommendations. Reports to the supervisor on the status of corrective actions taken by functional activities.
4. Accomplishes management studies by applying best business practices and basic analytical techniques to gather, document, and summarize data. Prepares working papers and files to document management studies. Conducts studies involving work processes and administrative procedures that are clerical, routine, and mostly straightforward and are common to several different organizations. Identifies, analyzes, and recommends solutions to problems found in work processes and procedures rather than in the substance of the work operations. Applies a full range and sequence of analytical steps appropriate for assigned studies, or portions of studies, from planning through fact-finding to reporting results. Assignments are of limited complexity that involves conventional problems that can be resolved by selecting and applying standard analytical techniques and procedures. Establishes the necessary facts and links them to the solution of assigned problems and issues while continually deciding if enough information has been gathered to support findings.
5. Prepares management studies which present findings identifying causative situations and recommending corrective action. Conducts or participates in the discussion of findings with activity personnel. Makes necessary adjustments based on this discussion.

Requirements

Qualifications

GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: 1 year equivalent to at least GS-7 experience, education, or training equivalent to at least the next lower grade level. Experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management.
