This position is located within the U.S. Department of State (DOS), Office of Inspector General (OIG), which has statutory oversight responsibility covering the Department, the U.S. Agency for Global Media (USAGM), and the International Boundary and Water Commission (IBWC). OIG is responsible for conducting and reporting on inspections, evaluations, investigations, audits, and special inquiries involving all overseas and domestic Department programs and operations.
Duties
Execute investigations, develop investigative plans, make decisions, and lead complex criminal investigations.
Requirements
- Incumbent will be subject to random drug testing.
- U.S. Citizenship is required.
- Must serve a one-year probationary period unless excepted by regulation.
- Incumbent must obtain and maintain a Top Secret Clearance
- Incumbent must meet the firearms criteria based on PL 102-296, Sec 812.
- Incumbent must be able to carry a firearm under the Lautenberg Amendment.
- Incumbent must be able to obtain/maintain a valid state driver's license.
- Selectee must pass a pre-employment law enforcement medical exam.
Qualifications
Specialized experience statement for GS-09:
Experience evaluating information pertinent to criminal, civil or administrative investigations.
Experience in conducting surveillance.
Experience in developing informants.
Experience interviewing witnesses.
Experience in planning, organizing, and conducting routine criminal investigations.
Experience writing reports of findings.
OR B. Have a Master’s. or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree in the fields of finance, accounting, computer science, business administration, journalism, languages, or forensic science or a LL.B or J.D. from an accredited college or university. Specialized experience statement for GS-11: Experience planning, organizing, and conducting routine criminal investigations with minimal supervision.
Experience in assisting with interviewing witnesses.
Experience in assisting with the development of informants
Experience in assisting in conducting surveillance.
Experience testifying in court and/or administrative hearings.
Experience writing detailed reports of findings.
Experience in assisting with evaluating information provided by informants.

B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree in the fields of finance, accounting, computer science, business administration, journalism, languages, or forensic science or LL.M. from an accredited college or university.
Education
When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience (for example, 6 months equals 50%) and the percentage of graduate study (for example, 9 graduate hours for a GS-07 equals 50% where 18 graduate hours constitute a full time year) must total at least 100%.
