This position is located in the Department of Homeland Security, United States Coast Guard, Force Readiness Command (FORCECOM), FORCECOM Training Division (FC-T), Special Missions Training Center (SMTC), Training Division in Camp Lejeune, NC.

Duties

The incumbent assists the Training Officer and analyzes, designs, develops, implements, and evaluates Coast Guard resident, exportable and e-learning training conducted at SMTC.

  • This position requires a Secret Security Clearance.
  • This position may require a one-year probationary period.

Qualifications

To qualify, applicant must meet the BASIC REQUIREMENTS of the position: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirements listed above, applicants must have specialized experience as identified below. At the GS-11: In addition to meeting the Basic Requirement above, applicants must possess at least one year of specialized experience equivalent to at least the GS-09 level in the federal service. Examples of specialized experience includes Applying statistical data to various software applications to develop utilization reports based on intervention output requirements; responding to and tracking product feedback, library feedback, and requests for intervention revision from the field; serving as an instructional design and development ISS for the development or revision of distributed performance support interventions. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. OR Have 3 full years of progressively higher-level graduate education leading to a Ph.D degree or Ph.D or equivalent doctoral degree. OR Possess a combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. The total percentages must equal at least 100 percent to qualify at that grade level National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
