This position is located in the Office of the Executive Director, Bureau of Global Health Security and Diplomacy (GHSD/EX). The Human Resources Specialist serves as the Client Bureau Liaison (CBL), performing an array of HR operations for the GHSD Bureau.
Duties
Drafts report of findings and identifies and proposes solutions to improvement in the organization’s structure, staffing level and distribution, occupational competencies, work methods, procedures, or other factors as appropriate.
Manages the Bureau's employee evaluation reports (EERs) cycle for all Civil Service, Foreign Service, and Senior Executive Service (SES) personnel.
Advises on and makes determinations on matters encompassing the full range of employment, career, pay, benefits, and performance issues as related to Civil Service and Foreign Service benefits and options
Provides advice on performance and position management, awards, entry on duty (EOD), orientation, student programs, benefits, leave, telework, Equal Employment Opportunity (EEO), labor management, workmen’s compensation, and employee relations.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience researching, interpreting, and applying appropriate Federal laws, regulations, policies, and guidelines in at least two human resources functional areas (e.g., performance management, awards, position management, entry on duty (EOD), orientation, student programs, benefits, leave, telework, Equal Employment Opportunity (EEO), labor management, workmen’s compensation, and employee relations).
Experience providing advisory services, which includes researching, analyzing, and evaluating program management activities, determining applicable precedents, recommending innovative methods and strategies to resolve complex integrated program problems, and identifying the most effective approach.
Experience assisting with planning, coordinating, and developing human resources programs policy goals, objectives, and activities.
There is no substitute of education for specialized experience for the GS-13 position.
