This position is located in the Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Office of the Assistant Secretary, Office of Behavioral Health Equity (OBHE). OBHE was created in statute and authorized by the Patient Protection and Affordable Care Act in 2010, with the mission to advance equity in behavioral health care through equitable access, quality services, and improved outcomes for these underserved populations.

Duties

ABOUT THE POSITION Responsible for planning and directing/executing specialized programs on a wide range of issues that have broad impact on established national programs and resources to reduce the disparate impact of substance use and mental illness. Coordinates agency efforts to ensure that all populations have equitable access to high quality behavioral health care. Responsible for issues dealing with awareness and access to information regarding behavioral health disparities and strategies to promote health equity in grant-making operations and policy development.

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration. All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. Mandatory Technical Qualifications (MTQs) This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role. 1. In-depth knowledge of behavioral health disparity issues and of research, developments and trends relating to the provision of behavioral health services and the relevant health, social, and economic factors pertinent to those services. 2. Ability to provide leadership in planning, developing, and implementing program plans and initiatives, using effective monitoring systems, for critical public health initiatives related to behavioral health disparities and health equity. 3. Education

Basic Requirements

Degree: behavioral or social science; or related disciplines appropriate to the position.

or

Combination of education and experience that provided knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

or

Four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
