Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Policy Advisor, you will use your knowledge and experience to optimize business results and customer experience by: Monitoring the field to assess challenges and develop policy solutions to support the implementation of key federal laws that support community living. Providing legal research and analysis on issues that arise related to ACL program implementation to support oversight and technical assistance activities. Providing expert advice, including through preparing memoranda, briefings, and other background material concerning substantive issues, findings, conclusions, and proposed solutions to keep management and appropriate staff involved at key decision points. Providing project planning, management, oversight, and coordination for policy initiatives. Participating in departmental or agency committees or working groups on issues related to community living for older adults and people with disabilities; behavioral health; health-related social needs/social determinants of health; emerging public health issues; and home and community-based services.

Qualifications

WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing at least three (3) of the following: Analyzing and evaluating federal or state legislation, regulations, or other policies to assess their effect on older adults, people with disabilities, or the networks that support community living. Assessing challenges and developing policy solutions to support the implementation of federal laws that support community living, including at least one of the following: the Home and Community-Based Settings Rule; Medicare eligibility and coverage laws and regulations, including those pertaining to people who are dually eligible for Medicare and Medicaid; Section 1557 of the Affordable Care Act; the Rehabilitation Act of 1973; the Older Americans Act; and the Developmental Disabilities Act. Providing expert policy advice to senior staff or decisionmakers by developing written products that articulate, interpret, and explain highly complex policies and programs. Drafting or providing comment on regulations related to older adults and/or people with disabilities; civil rights and nondiscrimination; social determinants of health; home and community-based services; or health insurance and access to health care, including for Medicaid participants and Medicare beneficiaries. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
