About the Position: Serves as a Transition Workforce Support Specialist for the Blue Grass Chemical Activity in Richmond, KY. Position will be filled as a temporary promotion NTE 2 years and cannot be made permanent. Temporary promotions may be extended up to a maximum of 5 years.

Duties

Serves as Staff Action Officer responsible for employee development and training programs. Provides staff level advisory and consulting services to management and the Commander. Interfaces with the Headquarters (HQ), Chemical Materials Activity (CMA) and the local/virtual servicing Civilian Personnel Advisory Center (CPAC). Serves as the Transition Support Specialist and acts as liaison with the CPAC and HQ, CMA Human Resources (HR) Office on issues and procedures for all personnel matters within the Depot/activity. Interprets and applies policies and regulations regarding training.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Temporary position intended to last 2 years. A temporary position may be extended to a maximum of three years and may be terminated at any time during the duration of the appointment, depending upon the needs of management.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes: 1) Monitors personnel management actions (promotions, reassignments, etc.); 2) Interprets regulations to evaluate administrative processes; AND 3) Utilizes office automation tools such as using computer hardware and software programs to create reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementOral CommunicationProject ManagementWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
