About the Position: Position is for a Contract Specialist with the Army Contracting Command located at Redstone Arsenal, Alabama. Will serve as Senior Contract Specialist, Lead Negotiator, OR Contracting Officer.

Duties

Verify the contractor’s rate through the Defense Contract Audit Agency (DCAA). Serve as contract representative to requiring activities and the agencies administering contracts for the initial and follow-on production of highly complex weapon systems equipment, research and development, and major non-systems. Serve as Negotiation Leader for the government during complex contract negotiations that commit a sizeable portion of the commands resources. Prepare designated price and cost analysis in accordance with current command regulations and policy. Compile data such as reports, narratives, studies, briefings and other presentations used in analysis of contract performance and surveillance. Conduct meeting with representatives of contract administration agencies and contractors to receive and exchange information.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification or Contracting Professional within 36 months of entrance on duty.
  • Must submit Financial Disclosure Report, OGE 450, upon entry into position and annually thereafter.
  • Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
  • Business travel required 10% of the time

Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: One year of specialized experience which includes:1) performing pre-award or post-award procurement functions involving complex contracts; (2) negotiating contract prices, terms and conditions to evaluate cost analysis; AND (3) implementing contractual regulatory guidance and processes for the procurement of goods services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education cannot be substituted for experience. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementContracting/ProcurementInfluencing/Negotiating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
