Duties
As a Contract Oversight Specialist (COR), you will:
Serve as a technical specialist and expert advisor with responsibility for a range of contracted activities that impact accomplishment of Departmental mission objectives in maintaining the public trust in Departmental operations. Assignments span the procurement spectrum from initial planning, through describing procurement needs, market research, proposal evaluation, contract monitoring, performance assessment, and problem resolution.
Monitor the cost, schedule and performance parameters of all assigned contracts.
Coordinate with the Subordinate Contracting Officer Representative on technical issues which may arise in the administration of contracts, request technical clarification as to the meaning of the specifications including inspection, testing and acceptance procedures, inspection of the contractor's progress to assure compliance with the contract terms and conditions; to perform such functions as may be necessary to accept the products or services for the Government, including preparation of statement of works, receiving and accepting reports, and to authorize payments, when appropriate.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience:
For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Performing assignments independently in support of procurement activities, or the review of that activity. The experience MUST be in all areas of the acquisition process from initiation through closeout of the contract; AND
- Providing specialized oral and written communication to business partners/stakeholders, industry, procurement professionals and to management; AND
- Providing advice, guidance, and training to others throughout all aspects of the acquisition process from planning, defining requirements, solicitation/evaluation, award, and contract monitoring and administration through closeout of the contract.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
