This National Guard position is for a HUMAN RESOURCES ASSISTANT (MILITARY) (TITLE 32), Position Description Number D2014000 and is part of the FL DCSPER, National Guard.
Duties
As a HUMAN RESOURCES ASSISTANT (MILITARY) (TITLE 32), GS-0203-7, you will serve as a final reviewer and/or processor of actions, which may include but are not limited to: accessions, discharges/separations, promotions, awards, reductions, transfers, boards, Non-Commissioned Officer Evaluation Reports (NCOERs), Office Evaluation Reports (OERs), promotion eligibility, Simultaneous Membership Program (SMP), discharges, waivers, award/withdraw, Military Occupational Specialty (MOS), retirement eligibility, iPERMS, RCAS, eMILPO, SIDPERS, DJMS, DMDC, CAC Automation,TAPDB-G, DSRO, and any additional or emerging systems that support personnel management and actions that affect eligibility of educational or incentive benefits as well as sensitive, complex cases, which involve: Allegations of inequitable, prejudiced, or similar treatment (e.g. issues of fraudulent enlistment or assignment; removal of military member from active or inactive status). Cases have major effects on career or service as they may result in unfavorable career separation or loss of status. Perform final review on files prior to review and action by a board, action officer, or others and ensures that all levels of legal, medical, and administrative review have been completed. Summarize salient facts and issues; analyze case information; outline options; and recommend appropriate action. Ensure that regulatory requirements related to the specific action are met. Participate in SRP and command inspection program. Identify gaps or inconsistencies in records and initiates action or interviews personnel to obtain needed data. Participate in unit Soldier Readiness Processing (SRP) for those units whose service members are being mobilized to active duty. Perform personnel and administrative actions related to deployment manning documents. Support reorganization/activation/deactivation. Review and process requests for retention beyond mandatory removal date and evaluation reports.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Security Clearance requirements are determined by position and/or MOS/AFSC compatibility.
- Participation in direct deposit is mandatory.
- May be required to successfully complete a probationary period.
- Males born after 31 December 1959 must be registered for Selective Service.
Qualifications
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1.
PCS:Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

RECRUITMENT INCENTIVE: May be paid to the candidate who is "newly appointed" into this federal government position. The bonus will NTE $7,000. Payment will be a lump sum payment at the beginning of employment. Candidate must agree in writing to remain in this position for a minimum of 12 months, and if they vacate that position for another technician, AGR or active-duty service position within the initial 12-month period, the Incentive may be recouped. Current onboard technicians, if selected, are not eligible for this bonus
MILITARY GRADES: Enlisted; E3 thru E6.
GENERAL EXPERIENCE: Must have progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position with experience using computer and automation systems.
SPECIALIZED EXPERIENCE: GS-07 Must have at least 1-year equivalent to at least the next lower grade of experience that provided a working knowledge of administrative functions; experience performing personnel transactions; experience working independently and setting priorities with very little supervisory control; experience researching and obtain all necessary, relevant information regarding cases and issues and provides explanations and interpretations of rules, regulations, procedures, and requirements pertaining to actions taken or recommended; experience with multiple systems such as: Personnel Systems Management, Officer or Enlisted Personnel Management (OPM, EPM), Retirement Points Accounting Management (RPAM), Selected Reserve Incentive Program (SRIP), Montgomery G.I. Bill, Physical Disability Evaluation System (PDES), Incapacitation Pay (INCAP), Mobilization (MOB)/Demobilization (DEMOB), TRICARE, Military Medical Support Office (MMSO), Line of Duty (LOD) investigations, and Funeral Honors/Casualty Assistance.
