About the Position: This position manages the technical and administrative operations and functions of the 99th Medical Group Exceptional Family Member Program assigned to the Mike O'Callaghan Military Medical Center at Nellis Air Force Base, Las Vegas, Nevada. This is a Direct Hire Solicitation

Duties

Manage Exceptional Family Member Program operations and administrative functions for medical centers and medical treatment facilities. Develop implementing local and regional administrative procedures to ensure compliance with policies and regulations issued by higher headquarters. Provide training, guidance and instructions to medical treatment facility military and civilian staff, TRICARE representatives, service members and their family on Exceptional Family Member Program objectives, policies/procedures and requirements. Process Exceptional Family Member Program unusual enrollment, difficult medical coding and eligibility issues. Conduct staff assistance visits to conduct evaluation of program, provide advice/assistance, determine training needs and procedural changes and ensure compliance and consistency of program policies and procedures. Coordinate with TRICARE case managers and medical professionals to ensure information regarding benefits is available, promotion of special health care needs, and availability/accessibility of health care and special needs services. Direct administrative functions to include analysis of data, enrollments, resources and budget, review of coding and eligibility determinations, preparation of reports and management of databases, purchases, and training.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.
  • Must participate in the Medical Employee Health Program and will be subject required immunizations and testing pursuant to governing guidance.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • This position is required to work uncommon tours of duty hours such as, on-call, working either fixed or rotating shifts, evenings, weekends and/or holidays.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. Basic Requirement for Health System Administration Series 0671 A. An undergraduate and graduate level education with a major study in hospital administration, public health administration, or a related field, such as business or public administration with course work in health care administration. Or B. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the qualification requirement listed below: Specialized Experience: One year of specialized experience which include providing support to a medical and/or patient advocate review program such as an Exceptional Family Member Program to include identifying family members with special needs and ensuring program compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
