This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 32), Position Description Number D2009000 and is part of the FL JFHQ, National Guard.
Duties
As a HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 32), GS-0201-7/9, you will serve as an advisor to commanders on assigned unit human resources (HR) program. Interpret policy and provide procedural guidance to commanders, supervisors, staff members and individual military members. Provide training to supervisors and guidance and assistance to military members on programs for which assigned. Participate in Soldier Readiness Processing (SRP) and unit mobilizations and de-mobilizations. Review, evaluate, and interpret regulatory guidance, policies, and procedures applicable to military personnel programs and provide guidance to all users. Draft and implement State policy based on the aforementioned policies. Publish guidance to enhance and simplify completion and submission of personnel actions. Conduct command inspections, staff visits and trains personnel within the unit in all programs for which responsible. Conduct periodic briefings for staff, commanders, and administrative personnel to promote full understanding of all aspects of the assigned programs. Provide commanders, supervisors, and MILPO staff with a variety of statistical data or reports pertaining to military HR issues in order to assist in HR management decisions. Respond to correspondence (general, other agency, congressional, etc.) regarding military personnel issues. Research, prepare responses, and maintain action files. As required, forward responses for review and/or responses for the MILPO Director and/or State Adjutant General. Estimate and project future travel and funding requirements and submit requests to MILPO Director.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First
consideration will be given to Category 1.
PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.
RECRUITMENT INCENTIVE: May be paid to the candidate who is "newly appointed" into this federal government position. The bonus will NTE $7,000. Payment will be a lump sum payment at the beginning of employment. Candidate must agree in writing to remain in this position for a minimum of 12 months, and if they vacate that position for another technician, AGR or active-duty service position within the initial 12-month period, the Incentive may be recouped. Current onboard technicians, if selected, are not eligible for this bonus.

MILITARY GRADES:Enlisted; E4 thru E7
SPECIALIZED EXPERIENCE: GS-07 - Must have at least one-year specialized experience equivalent to at least the next lower grade level planning, organizing, and administering the military personnel program for the organization; experience reviewing a variety of military personnel transactions including appointments, enlistments, separations, promotions, duty assignments, transfers, medical evaluations, line of duty actions, security clearances, awards and decorations, retirements, etc.
SPECIALIZED EXPERIENCE:GS-09 - Must have at least one-year experience at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs; basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee; knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency; experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments; experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data; experience in operating a computer and using varied computer programs.
MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade 9.
STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
master's or equivalent graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree
