This position is located in the Department of Homeland Security (DHS), Office of Countering Weapons of Mass Destruction.
The primary purpose of this position is to serve as a Scientific/Technical subject matter expert in the chemical threat space. Incumbant is responsible for conducting complex in-depth analysis of chemical incidents and response to enhance the program's efforts to improve SLTT and national preparedness against chemical threats.
Non-BU: This is a non-bargaining unit position.
Duties
As a Physical Scientist, GS-1301-14, your typical work assignments may include:
Uses expert knowledge to continually identify and/or clarify critical operational issues and trends for a very broad and complex scientific/technical area thorough research of intelligence and open-source literature on the subject area and its broad cultural, political, economic, and public policy context.
Provides advice and assistance to management on analytical approaches toward subjects and areas of the most pressing importance and effective use of DHS-CWMD resources to enhance chemical preparedness across the nation.
Serve as a technical expert in the area of chemical threats and their potential impacts, providing advice and guidance on strategies to protect, detect, and report threats.
Support Branch Leadership to develop acquisition documentation and post-award contract management as a Contracting Officer's Representative.

Requirements

- Obtaining and maintaining a Federal Acquisition Certification in Contracting Officer Representative (COR) level II certification within 18 months of EOD is required.
Qualifications
Individual Occupational Requirement
This position has an individual occupational requirement that must be met prior to meeting the specialized experience.
Requirement:
Degree in - Physical Science, Engineering, or Mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
-OR-
Combination of education and experience - education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Specialized Experience
You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as:
Employing research methodologies, including use of sophisticated computer models, integrative data bases and surrogate testing to analyze aspects of the chemical threat space and provide recommendations to improve operational response to chemical incidents based on analysis results.
Developing and using assessment tools for identifying threats and hazards, recognizing capability gaps, and recommending actions to enhance local prevention and response capabilities.
Leveraging experience in emergency response disciplines such as: hazardous materials (hazmat) operations, general emergency medical services, personal protective equipment, epidemiology, human factors, medical countermeasures, environmental health, or hospital emergency management to mitigate or resolve disaster and emergency public health issues.

Certification
This position requires a Federal Acquisition Certification in Contracting Office Representative (COR) certificate (or DAWIA equivalent). You must obtain a COR level II certification within 18 months of start date.
