Duties
You will provides direct supervision to a team of Waste Water Plant Operators and Maintenance Workers.
You will be responsible to apply merit hiring principles in making decisions on personnel actions.
You will determine and establish needs, objectives, priorities, scheduling and commitment of resources to attain Branch goals and program responsibilities.
You will estimate costs, availability, compatibility of materials, and economic feasibility of processes to fulfill specified requirements in concert with the need to provide state-of-the-art response and end product.
You will develop or oversee creation of scopes of work and coordinates with contacting agencies to facilitate contract awards, execution, and attainments of desired contract outcomes.
You will be responsible for the sampling and analysis of known or unknown products, materials, wastes, debris, soils, and water during the appropriate treatment process, to meet regulatory requirements to determine known or suspected contaminants.
You will review, develop, and implement installation orders, policies and procedures pertaining to chemicals and associated treatment processes.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position may require you to lift and/or carry loads/items up to 40 pounds in weight.
- You may be required to be recalled to duty.
- This position requires a State Criminal History Repository (SCHR) check to be completed on any person selected for this position. I am willing and able to submit to a SCHR check.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: ability to analyze and evaluate organization needs, goals, and objectives and devise, implement and accomplish comprehensive, short- and long-term plan operation and objectives; performs the full range of management responsibilities and requires the skills and knowhow necessary to effectively manage operation, personnel, and fiscal resources to obtain desired goals and objectives; prepares reimbursable budget based on operation and maintenance needs of plant operation and process enhancement; responsible for the overall management, supervision of plant operators, and oversight of the operation of an industrial waste treatment facility, wastewater treatment and portable water wells/ treatment systems, under Federal, State of Georgia, County, Department of Defense (DoD), Navy, and Marine Corps regulations which prevent, abate, and control deterioration and pollution of the environment; sets overall objectives, deadlines, and resources available and provides administrative, supervision, and performance review of Plant Operators and utility System Operators.
