This position reports directly to the Supervisor for Telehealth Section and serves as the New Mexico Veterans Affairs Health Care System Asynchronous Telehealth. Provides health care services to Veteran patients across the continuum of care in both institutional and non-institutional settings. These settings include outpatient clinics and video conferencing capabilities to Veterans' place of residence or mobile device.
Duties
This position reports directly to Supervisor to Telehealth Section and serves as the New Mexico VA Health Care System (NMVAHCS) Asynchronous Telehealth. Work is self-directed under general guidance of the Supervisor for Telehealth Services. Matrix lines of authority will be established in a collaborative effort with facility and network leaders to ensure Veterans Integrated Service Network (VISN) 22 and Veterans Health Administration (VHA) goals and strategic directions are fully supported by Telehealth staff. The Asynchronous Telehealth supports the NMVAHCS , VISN 22 and national with Telehealth services under the guidance of the Office of Connected Care.
Responsible for implementing new state of the are information and clinical technologies and develops partnerships to provide access to care for Veterans.
Provide critical program, technical, and administrative support to sustain telehealth operations throughout medical center and beyond.
Supports the delivery of health care through telehealth modalities: Clinical Video and VA Video Connect.
Collaborate in development coordination, and management of facility program and associated projects, including design, implementation, expansion, upgrades, technical attributes and training,.
Works in coordination with medical center leadership to ensure Telehealth is used to support broad range of clinical functions, including direct patient care, specialty consultation, conduct of clinics, teaching, and y research endeavors.
Preforms managerial and administrative work to include management of medical center's Asynchronous Telehealth program.
Prepares and contributes to reports and other presentation on program planning and evaluation.
Designs and conducts a wide variety of comprehensive studies and conducts in-depth, detailed analyses of complex functions and processes related to long-range planning and impact on access to care.
Ensures that medical center implements Telehealth programs and establishes and utilizes appropriate VHA workload reporting and at management systems.
Monitors core quality and performance measures for all Synchronous Telehealth programs. Develops a specific data collection and analysis strategy for all aspects Telehealth program evaluation, including clinical, fiscal, and satisfaction criteria for both clinicians and patients.
Works with implementation and operation of VA Video Connect, Virtual Medical Room, Virtual Care Manager programs through advanced application technology.
Researches and makes recommendations one new video communication tools and products.
Ensures Telehealth programs utilize approved processes for acquisition, distribution and tracking of Telehealth technologies and equipment.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday to Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For GS-11 position you must have served 52 weeks at GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: provide critical program, technical, and administrative support to sustain telehealth operations within health care system; and prepares reports on program planning and evaluation, conducts studies analyses of functions and processes related to planning and impact on access to care; oversees set up, training, and monitoring for providers, clinicians, support staff, and patients on equipment/technology related to telehealth services. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D.. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond .
You may qualify based on your experience and/or education for GS-11 as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Physical Requirements: The work may involve some degree of physical effort in testing and operating equipment. Requires some standing, walking, bending, lifting and carrying telehealth items/technology. Requires above average agility and dexterity. May require heaving lifting of equipment or patients. Must be able to travel to outlying outpatient clinics.
