You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the ENVIRONMENTAL BRANCH OF THE INFRASTRUCTURE DIVISION, CORPORATE OPERATIONS DEPARTMENT of NAVAL SURFACE WARFARE CENTER PORT HUENEME DIVISION.

Duties

You will serve as the Command's Environmental Branch Lead and principal advisor to the Commanding Officer of NSWC PHD regarding environmental compliance. You will represent the Command in Environmental Management System (EMS) sustainment and implementation and provide continual improvement of all programs. You will monitor and provide oversight of the EMS and environmental compliance for NSWC PHD detachments. You will manage all environmental policy for the command and determines compliance for environmental regulations, policies, and permit requirements and evaluate effectiveness of NSWC PHD environmental programs. You will evaluate the state of the EMS and identify root causes and develop corrective actions for any non--conformance findings and/or compliance deficiencies. You will apply an expert knowledge of environmental law and regulations in all areas NSWC PHD has mission requirements, including NEPA/environmental planning.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating environmental program operations by interpreting and applying environmental laws and regulations to conduct internal compliance reviews, advise in the control of hazards or violations, and ensure regulatory compliance in a shipyard or industrial environment.
