The Supervisory Management and Program Analyst functions as the Business Manager for the Primary Care Service Line of the Central Alabama Veterans Health Care System (CAVHCS). They are responsible for all administrative and managerial functions within the service. This role requires a high degree of analytical ability and specialized knowledge essential to providing effective support to the service.
Duties
The Supervisory Management and Program Analyst performs duties under the general and technical supervision of the Associate Chief of Staff (ACoS) of the supported service. The incumbent receives assignments in terms of overall program objectives, policy guidelines, available fiscal and manpower resources, and results desired. Primarily works in supporting all healthcare functions for the Primary Care Service Line. They are responsible for the continuing direct oversight of all non-clinical activities for multiple clinics, located in two hospitals and five outlying clinics or Community Based Outpatient Clinics (CBOCs). The Supervisory Management and Program Analyst performs duties typical of, but not limited to following:
Serves as expert in the collection, organization, manipulation, analysis, and presentation of workload and productivity data and statistics
Must utilize various sources of data and be able to present same in an acceptable format facilitating understanding and subsequent usage
Responsible for the accuracy and verification of all data collected and used and serves as the subject matter expertise
Provides service level oversight to the utilization of supplies, equipment, facilities and maintenance aspects to support operational requirements in the delivery of health care services
Monitors day-to-day operations to ensure the assignment of professional and support staff within each of the areas is properly managed by assigned specialists to minimize any adverse situations
Assists staff of individual clinics in sustaining operations by implementing changes as needed to conduct health care services during unexpected interruptions
Resolves issues with the purchase and receipt of medical and administrative supplies and equipment when necessary to intervene on behalf of the ACoS
Monitor the service's decentralized budget
Delineates funds allocated for separate operating accounts for those clinics and sections delineated above
Additional duties as directed
Work Schedule: Monday - Friday 7:00am - 3:30pm; 7:30am - 4:00pm; 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in providing technical and managerial support for effective management of Ambulatory activities and programs to include a range of administrative laws, policies, regulations and precedent applications to the administration of Service programs; analytical and evaluation methods and techniques for assessing program development management or execution for improving organization effectiveness and efficiency; knowledgeable of local procedures, policies and organizational makeup of the medical center VHA and the VISN; accrediting regulations of outside bodies that perform reviews of the care and services of the medical center; knowledge of hospital administration; promote continuous performance improvement through the identification of problems and hindrances to productivity, and to develop solutions; oral communication techniques to present findings and deliver briefings, explain and justify recommendations, and negotiate solutions to disputed recommendations; knowledge applying analytical methods, techniques and evaluation criteria and measuring the effectiveness of performance improvement programs.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required such as standing, walking, bending, or sitting may be required. The duties and responsibilities of this position will require some mobility between the Office and various other clinics offices location any of our health care system sites.
