This developmental position is at the San Francisco VA Health Care System (SFVAHCS), Nursing Service. The position composes of a career ladder structure to the full performance level of Management Analyst, GS-0343-12. The primary purpose of the position is to serve as management analytic functions for the Recruitment and Retention service within Nursing Service. This service provides consultation, analysis and advice to the multiple services where clinical employees are employed.

Duties

The primary purpose of the position is to serve as management analytic functions for the Recruitment and Retention service within Nursing Service. This service provides consultation, analysis and advice to the multiple services where clinical employees are employed. The Management Analyst role includes providing Nurse recruiter, service chiefs and nurse managers with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management related to recruitment, retention, and the onboarding of new employees. This developmental position is at the San Francisco VA Health Care System, Nursing Service. The position composes of a career ladder structure to the full performance level of Management Analyst, GS-0343-12. Advancement to the full performance level will be recommended only after it has been determined that the incumbent meets all regulatory and statutory requirements, is satisfactorily progressing in the training, is successfully performing the currently assigned range of duties as outlined in the target position of the Management Analyst, GS-0343-12, position description number (662-02982-O), and expanded duties and responsibilities with greater independence. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Duties for the position include but are not limited to: Plans and carries out the assignments, including fact-finding and analysis of issues, in conformance with accepted policies and practices; adheres to instructions, policies, and guidelines in exercising judgment to resolve commonly encountered work problems and deviations; and brings controversial information or findings to the supervisor's attention for direction. Assist in the Recruiting process for multiple programs (Student Nurse Technician, New Graduate, Psychiatric Mental Health Nurse Practitioner, Post Baccalaureate Nurse Residency, and Registered Nurse Transition to Practice). Participates in identification, analysis and resolution of problems and situation in the workflow and work distribution within the service line and recruitment office. Communicates with the National Nursing Recruiting Program bi-monthly on new practices & policies. Develop reports that assist the service in developing actions plans for reducing Registered Nurse turnover and improving Strategic Analytics for Improvement and Learning (SAIL) quality measures. Conducts weekly meeting with Nurse Managers and Human Resources and hiring practices in each section. Participate in multiple job interviews for selections of new employees. Supports Nursing Education by performing additional duties as the Automated Data Processing Application Coordinator. Assist the Program Support Assistants with managing Timecards due to shortage. Supports the Executive Leadership Team as an alternate Administrative Officer. Manages the Master Personnel Distribution List. Supports facility and VISN teams with Light Electronic Action Framework (LEAF) program. Performs other related duties as assigned. Work schedule: Monday- Friday, 7:30am- 4:00pm or as determined by supervisor. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on education and/or experience as described below: GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of a full range of management principles for multiple functional areas such as human resources, purchasing, supply and property management, records management, financial management and budget, and related administrative areas in order to ensure compliance with established policies, practices, procedures, and controls and to prepare recurring administrative status reports. Knowledge of the medical facility mission, functions, goals, and objectives; organizational structure and individual program responsibilities; and relationships with agency organizations in order to conduct limited studies and evaluations regarding medical facility operations and activities. Computer Knowledge - Office Software Applications Processing (MS-WORD, EXCEL, OUTLOOK, POWER POINT, etc.), and VA software (VISTA, CPRS, CPMA, etc.). Documented experience and ongoing competency in administrative and coordinating functions, relevant data collection methodologies, as well as a good understanding of computer programming functions and regulatory reviews. (i.e., Joint Commission, VA Inspector General, Quality Assurance reviews, etc.) OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, from an accredited college or university. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of this position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills and abilities necessary to do the work of this position and must have been obtained in an accredited college or university. GS-12: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to adapt knowledge of databases to accommodate analytic inquiries encompassing complex datasets of clinical, educational, utilization, and outcome measures, along with ascertaining and documenting reliability and validity of data for use in operational metrics and decisions. Develop techniques to capture workload data, including the review of all available computer-generated data. Analyzes plans to determine the impact on administrative processes and the feasibility of making modifications to accomplish mission requirements. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs. Physical Requirements: Work is primarily sedentary. Work will involve some walking, bending, and lifting of light objects, as well as a good deal of work on a computer keyboard. Work is typically performed in an adequately lighted and climate-controlled office. Given the location of all our clinic sites, occasional travel may be required. The work environment involves everyday risks or discomforts that require normal safety precautions typical of offices and clinics in a medical facility.
