The incumbent serves as a Compliance Officer in the Compliance and Enforcement Branch performing a variety of high-level assignments related to compliance and enforcement of the Country of Origin Labeling (COOL) and the National Bioengineered Food Disclosure Standard.

Duties

The duties may include, but are not limited to: Serve as a subject matter expert working to formulate, establish, communicate, and implement compliance and enforcement policies, plans, and programs. Recommend and develop new approaches and process improvement for compliance and enforcement activities with the formulation of policies and procedures on a wide range of issues. Maintains awareness of industry changes or trends that impact or will impact compliance and enforcement efforts of the Division. Collaborate with a variety of stakeholders including federal agencies, states, and public and private interest groups to communicate complex and sensitive compliance and enforcement policies. Manage cooperative agreements with States and other entities, tracks expenses and generates reports on the status of payments, invoices, and expenditures to Division and Agency partners. Analyze budget to determine a risk-based distribution for retail assignments to State cooperators and Federal partners. Provide oversight, technical advice, and review Non-Compliance notices for junior Agricultural Marketing Specialists for technical and legal accuracy. Serve as a technical advisor on complex projects and investigations and review draft correspondence prepared by junior Agricultural Marketing Specialists. Receive, categorize, process, assess, and recommend disposition of complaints.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 grade level) that demonstrates: - Interrupting and applying agriculture regulations through auditing and compliance processes. - Developing standard operating processes and procedures for regulatory compliance and enforcement programs related to agriculture, food safety or the labeling/certification of food products. - Investigating agricultural compliance matters that may require multiple requests for records and tracing a product through the supply chain. - Utilizing IT systems for compliance reporting. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
