This position is located in the Division of Resolutions and Receiverships of the Federal Deposit Insurance Corporation and provides support in the areas of Overseeing and coordinating administrative operations within the Division dealing with recruitment and staffing activities, personnel/payroll operations, employee benefits, facilities and record management, and employee/labor relations.
Duties
Provides advice and guidance to Division managers, supervisors and employees on matters involving the full range of personnel management policies and procedures.
Provides input and/or guidance regarding Division administrative staffing needs, retirement projections and/or employee turnover through separations, administrative staff utilization, recruitment practices, performance standards, promotional policy, and periodic staffing reports.
Provides guidance to team staff on policy, procedure, laws, regulations, and other matters relating to the technical and administrative aspects of their work.
Coordinates labor relations activities with Division and other corporate offices to assure proper interpretation and correct application of laws, rules and regulations.\
Oversees the preparation of all recruitments/appointments, promotions, reassignments, details, and other personnel actions. Reviews such actions for consistency with staffing goals and for compliance and conformance with policy and procedural guidelines. Coordinates these actions with established core staffing levels and follows up on the processing to prevent undue delay.
Develops position descriptions, job analysis, vacancy announcements, Expressions of Interest (EOI), Solicitations of Interest (SOI), interview questions and other recruitment tools necessary for meeting the Division's staffing requirements and human resource needs.
Manages staffing related data by initiating, reviewing, and when necessary, correcting personnel actions on Division employees, maintaining updated organizational charts, and generating reports and other information from various database systems (e.g. NFC, CHRIS, PRR and OrgPlus). Monitors the Division's data for accuracy and compliance with policy and procedures.
Leads special research projects in support of operating program initiatives or problems that have been presented to the Administration Section for resolution.
Represents DRR and interacts at various committees and meetings with a variety of employees including top management in a professional and diplomatic manner.
Directs and/or represents the Division at formal meetings relating to personnel management programs, union contracts, administrative procedures, facilities, records management, etc
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service. Specialized experience is defined as administratively overseeing and/or coordinating personnel management and administrative program operations specifically related to at least four of the following areas: position management, recruitment, staffing, time and attendance, travel, awards, and personnel/payroll operations.
