This position is located in the Division of Resolutions and Receiverships of the Federal Deposit Insurance Corporation and provides technical and administrative assistance and advice on matters pertaining to the personnel management function.

Duties
Provides advice and guidance to Division managers, supervisors and employees on matters involving the full range of personnel management policies and procedures, (i.e. recruitment, staffing, classification, personnel/payroll operations, performance management, facilities, records management, travel, time and attendance, leave, awards, adverse and disciplinary actions, and grievances).
Researches and develops internal administrative policies and procedures on a wide variety of administrative issues.
Reviews grievances and other employee/labor relations matters submitted at the Division level for adjudication. Researches information to determine the merits of all allegations, and drafts recommendations for response/resolution. Coordinates labor relations activities with other corporate offices, including DOA/LERS and the Legal Division to assure proper interpretation and correct application of laws, rules and regulations.
Develops and updates position descriptions, prepares Job Validation Packages (JVP), reviews vacancy announcements. Works with management to develop Expressions of Interest (EOI), Solicitations of Interest (SOI), writes interview questions, and uses other recruitment tools necessary for meeting the Division's staffing requirements, and human resource needs.
Manages staffing related data by initiating, reviewing, and when necessary, correcting personnel actions on Division employees. Maintains and updates organizational charts, and generates reports and other information from various database systems (e.g. NFC, CHRIS, PRR and OrgPlus). Monitors the Division’s data for accuracy, and compliance with policy & procedures.
Performs special research projects in support of operating programs’ initiatives, or problems presented to the Planning and Resource Management Department for resolution. Research includes internal sources (e.g. personnel management regulations, administrative directives, contracts, legal documents) and external sources (e.g. other Federal agencies, private sector entities).
Serves as liaison between DRR and the Division of Administration (DOA) on issues regarding performance management, personnel management and position management policies, procedures and other matters affecting Division administrative programs. Works closely with DOA to resolve operating problems and other issues.
Attends formal meetings relating to personnel and performance management programs, administrative procedures, facilities, records management, etc.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 11 grade level or above in the Federal service. Specialized experience is defined as providing administrative assistance and advice and overseeing and/or coordinating personnel management and administrative program operations related to at least three of the following areas: recruitment, staffing, classification, personnel/payroll operations, performance management, facilities, records management, travel, time and attendance, leave, awards, adverse and disciplinary actions, and grievances
