You will serve as a TALENT DEVELOPMENT SPECIALIST (SHIPYARD OPERATIONS) in the Operations Department (Code 300) of PEARL HARBOR NSY AND IMF.
Salary Range:
GS-11: $75, 640 - $98, 330
GS-12: $90, 662 - $117, 856
Duties
You will develop and implement project management team qualifications, training and training plans.
You will review and improve the qualifications, standards and expectations for project management teams.
You will focus on disseminating lessons learned between projects and from other shipyards, providing upgraded information and training to team members.
You will develop metrics and measures to assess the effectiveness of initial and continued project management team training, and the effectiveness.
You will serve as Talent Development advisor and subject matter expert on qualification requirements for project teams.
You will develop and maintain short and long-term plans covering all aspects of Project Management, including the Baseline Project Management Plan (BPMP), schedule development, resource planning, testing requirements, and best practices.
You will study, analyze and develop ways to improve the project management process for PHNSY and IMF.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: administering a workforce development program (such as developing curriculum, coordinating and conducting training, reviewing workforce qualification requirements, assessing lessons learned); analyzing program health; and developing strategies to improve program effectiveness.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: executing a workforce development program (such as conducting training, modifying curriculum, reviewing workforce qualification requirements, assessing lessons learned); compiling data to evaluate program effectiveness; and recommending areas of improvement.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Substitution of Education for the GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.M., that is related to this position being filled.
