The primary purpose of this position is to serve as Senior Watch Officer in the United States Southern Command (USSOUTHCOM) Air Component Watch Center; manages and trains the command Watch Center Operations team, bridging higher headquarters and subordinate commands for immediate and planned coordination.
Duties
Senior Air Component Watch Center Controller monitoring all USSOUTHCOM and Air Component operations
Oversees Air Component Operational, Situation and Emergency Action Reporting programs in support of USSOUTHCOM and Headquarters Agency (HAF) information and Command and Control requirements
12 AF (AFSOUTH) focal point for real-time and monthly reporting of 12 AF (AFSOUTH) mission readiness through the Defense Readiness Reporting System (DRRS)

- This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Agency as a Testing Designated Position (TDP) under the Agency Civilian Testing Program
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Agency, national security, and public safety

This position is designated as a KEY position IAW AFI 36-507. The duty of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve.")
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of qualitative and quantitative methods and processes sufficient to analyze, evaluate, plan, advise and implement feasible solutions to dynamic multifaceted challenges concerning program goals, joint coordination, inter-agency synchronization efforts and the assessment and production of concepts of command and control and reporting procedures; and specialized knowledge of Component-Numbered Agency (C-NAF), Major Command (MAJCOM), and Combatant Command missions, roles, functions, organizational structures, management, and operation of large organizations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, joint exercise, special operations, rescue, or similar operations.
Knowledge of Agency and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluation the effectiveness of planning action related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
Specialized knowledge of Component-Numbered Agency (C-NAF), Major Command (MAJCOM), and Combatant Command missions, roles, functions, organizational structures, management, and operation of large organizations.
Ability to routinely identify and analyze complex operational and administrative issues and develop innovative solutions in coordination with internal and external USAF/Joint/Combined agencies, Higher Headquarters, and other domestic and non-governmental agencies.
Highly skilled and experienced in written and oral communication and negotiation on complex issues.
Specialized knowledge and experience to apply military command and control, watch center/command post controller, and reporting expertise as it applies to tracking, reporting and command and control of deployed and assigned forces, and associated assigned processes and programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
