This position is located in Joshua Tree National Park, Twentynine Palms, CA, Division of Interpretation, Resource Education and Volunteers. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately 11.5 months, and you will be in a non-pay status for the remainder of the year.

Duties

Produces original designs, concepts and visual styles to evoke certain responses from viewers. Decides on design matters as size, layout, kind and quality of materials, medium, color schemes, typography, lighting effects, specific visual elements or materials to be incorporated (e.g., photos, illustrations, or artifacts), reproduction methods, or printing techniques. Research source materials in order to translate information into original illustrations without benefit of established formats. Partnerships/community outreach will include outreach via social media management, news releases, community meetings and partnerships to both manage the digital media presence for the park, but to also streamline this function with the public information function for the park. Ability to use these communications to apply to different roles including Public Information officer duties which could take up 30-40% of this position's time. Directs contract design and production specialists in preparation of electronic production packages. Reviews proofs and digital files for accuracy of color, registration, and electronic integrity, and preliminary deliverable as necessary for correlation with approved proofs. Inspects/accepts/rejects work performed by others. Sets goals, milestones, and expectations for multiple projects, and follows-up with team members to ensure timeliness in meeting milestones. Facilitates technical discussions or controversial issues to reach consensus. Ensures the productivity of work groups by soliciting input from members, listening to and implementing suggestions when feasible. Effectively monitors multiple efforts to ensure the integration, coordination, and completion or the work within timelines and guidelines, and adherence to an organization's standards. Provides effective leadership and supervision to direct reports and oversees work from partner organizations Provides project management and leadership in cooperation with park staff, consultants, contractors, and department heads. Briefs upper management and clients on the progress of assigned projects and communicates need for project completion. Presents clear and convincing oral presentations. Develops and maintains positive relationships and meets and deals with members in a wide variety of disciplines such as Federal agencies, stakeholders, and the public. Communicates using correct grammar, punctuation, and spelling. Produces written information that includes technical material and be able to communicate this in an illustrated design format.

Qualifications

All qualifications must be met by the closing date of this announcement-06/03/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Research, develops and executes specific ideas on appearance and content for a variety of written and visual information products such as graphics, photographs, video, audio and use through communication mediums including websites, social media, waysides, exhibits, publications, and signages; Experience with a wide range of graphic/visual information practices, concepts and principles to coordinate and complete visual information assignments and provide technical advice and recommendations on visual information assignments; assists with program development and makes recommendations to management officials on which resources should be utilized. -OR- EDUCATION: Successful completion of at least three full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related. Education must be in a field of major study that is directly related to the work of the position. Directly related coursework consists of commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first calculate your percentage of qualifying graduate education, divide your number of credit hours in excess of 36 semester hours (or 54 quarter hours) by 18 semester hours (or 27 quarter hours), or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. They must equal at least 100% to qualify using this option. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
