This position is located in the Financial Management Division, Office of the Executive Director, Office of Planning, Resources, and Innovation, A bureau.
Duties
Supervises and directs program operations engaged in managing the A and IRM Bureaus domestic and foreign travel programs.
Manages the Bureaus' domestic and foreign travel programs for the Bureaus' offices located throughout the U.S. and overseas; including the Govt-mandated travel program and Travel Card program.
Independently plans, researches and analyzes a broad range of management functions addressing the diverse and complex activities related to administrative management issues affecting the A and IRM travel programs.
Provides oversight and guidance to Bureaus’ travelers and cardholders regarding matters associated with official travel to ensure compliance with federal laws & regulations related to use of government-provided charge cards while on official travel.
Oversees the development and implementation of new, comprehensive, automated travel system and automated booking systems for Bureaus' domestic and overseas offices.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in leading a team of travel support specialists by managing and assigning daily workload, provide training and be the subject matter expert for both domestic and foreign travel issues.
Expert use of E2 and the Government -issued Travel Card Program.
Experience in independently planning, researching and analyzing a broad range of management functions addressing the diverse and complex activities related to the travel program.
Experience in the development and implementation of new, comprehensive, automated travel system and automated booking systems for Bureau' domestic and overseas offices.
Experience in advisory to high level officials within the Department regarding the various forms of domestic and overseas travel and specific, customized travel services such as summits, international conferences.
There is no substitute of education for specialized experience for the GS-14 position.
