The incumbent serves as the Administrative Officer, aligned under the Rehabilitation and Extended Care Line (RECL), specifically assigned to the Rehabilitation Care Section, at the Michael E. DeBakey VA Medical Center (MEDVAMC) in Houston, TX. The primary purpose of this position is to manage the full spectrum of administrative responsibilities within the Rehabilitation Care Section, reporting to the Program Manager (Deputy Administrative Executive).
Duties
Leads in administering matters including labor management relations, position management, space, equipment, and human resources.
Maintains effective relationships with management officials, employees, and other hospital staff to elicit effective cooperation, resource sharing, and problem resolution.
Responsible for overseeing and providing complete and accurate procurement packages for equipment needs.
Responsible for the effective selection, training, and utilization of administrative staff within the service.
Provides day-to-day coordination and facilitation of all administrative services for both inpatient and outpatient operations, in conjunction with the Service Director.
Serves as a Contracting Officer Representative (COR).
Responsible for recurring supervisory functions of administrative staff.
Tracks, trends, and analyzes changes in workload, clinic capacity, demand, finances, and budget.
Responsible for attending various meetings and committees and provides an in-depth analysis of ways to improve administrative and clinical outcomes.
Coordinates and oversees follow-up to initiatives to address operational issues identified on various administrative, clinic, and environment of care rounds.
Provides full administration of reporting, evaluation, and requirements associated with the accreditation of the organization.
Accountable for the planning, scheduling, and execution of actions, initiatives, and projects concerned with outpatient operations, organization analysis, and evaluation of programs.
Work Schedule: Monday-Friday 8:00am-4:30pm (Subject to change based on the needs of the Agency.)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. For this position, specialized experience consists of:
Experience with managing the day-to-day operations of an organization or business, that includes administrative functions, financial planning and management, human resources management, and facilities management while ensuring compliance with organizational policies and procedures.
Experience with managing the resources of an organization or business and preparing financial reports.
Experience with leading/supervising multiple employees.
OR
Education: Substitution of a Master's or equivalent graduate degree or 3 full years of progressively high level graduate education leading to such a degree or LL.M., if related (transcripts required).
OR
Combination of Specialized Experience and Education: Combination of specialized experience as described above and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]
